Islamic banks reluctant to release loans to Indian SMEs

INDIAN small-and-medium sized entrepreneurs (SMEs) are having a tough time to tap into a RM130 million an Islamic financing facility announced by the government nine months ago. This is mainly due to the perceived reluctance of Islamic banks granting such loans — probably due to lack of a guarantee from the authorities and perceived weak creditworthiness of the applicants.

As of Jan 23, 77 out of 81 applicants for the syariahcompliant SME financing scheme — routed through the Special Secretariat for Empowerment of Indian Entrepreneurs (Seed) — were rejected. Only four entrepreneurs received financing worth RM4.4 million.

Seed director Dr A.T. Kumararajah said the 13 Islamic banks entrusted to disburse the special Indian business facilitation fund were “not interested” to lend the money to the community as the financial institution were only looking at the applicants from a “business case” view.

“It’s not a special fund for the Indians. The banks are not keen to lend money to Indian entrepreneurs as the money is solely under their discretion. There is no government guarantee to that money.”

Aside from the Islamic banks, Malaysian Industrial Development Finance is to provide RM10 million in SME soft loans, RM5 million under the enrichment and enhancement program for business start-ups and micro-enterprises and RM30 million through the microfinance facility provider under the Tekun Nasional scheme.

Stressing there was no “special treatment” for business proposals which passes through Seed, Kumararajah said the only incentive in the SSFS scheme was the 2% interest rebate given to the participating banks for their cost of financing.

“We are looking for a redesigned scheme that would enable the Indian businesses being evaluated on a different basis than a standard evaluation process.

“We understand a lot more needs to be restructured for the Indian business community to get preferential access, in terms of funding and that is what we are doing now.”

Seed also wants to work with Bank Negara Malaysia to monitor from “root to tip” the performance of the banks and both the approved and rejected applications by the joint cooperation proposed under the SSFS scheme.

1AZAM aiding low-income households

The 1AZAM and eKasih programmes has successfully improved in Raising Living Standards of Low Income Households (LIH) NKRA in the Government Transformation Programme 1.0. Over 44,643 families who were categorised as “extreme poor” have raised their income levels and have been lifted out of the bracket.

The initiatives had been one of the major milestones during the first phase of the GTP as reported in the Government Transformation Programme (GTP) Annual Report 2012.

Another milestone achieved in the GTP 1.0 was the increase in home ownership by poor households to 4,865 over the last three years, almost double the previous number.

The emphasis of GTP 2.0, which kicked off this year, will be economic empowerment of individuals and communities through basic facilities and the right environment.

Over the next three years will also take a more targeted approach in addressing the needs of specific communities such as the orang asli and Penan.

The LIH NKRA aspires to completely eradicate extreme poverty, reduce poverty and enhance the productivity of low income households.

Various skill training programmes, financial assistance and income generating programmes have been implemented through the GTP to transform the lives of poverty-stricken Malaysians.



In 2010, 44,535 out of the 44,643 families which had been categorised were lifted out of extreme poverty through financial assistance from the Government, with a 99.67% success rate.

The 1AZAM, an income generating programme to allow poor families to set up their own businesses and stand independently on their own two feet, was introduced in 2011.

A total of 57,793 households, which had been registered under eKasih programme, participated in the 1AZAM programme.

As for the next phase of the GTP, which began this year, a total of 106,967 households registered under the eKasih database have already participated in 1AZAM programme.

Of these participants, 4,300 women from low income households have been provided with relevant skills training and are now successful women entrepreneurs.

Other initiatives implemented include the restoration of abandoned houses and the building of affordable homes under the Rumah Mesra Rakyat 1Malaysia scheme to allow low income earners the opportunity to own homes.

Prime Minister Datuk Seri Najib Tun Razak has been quoted as saying that good progress had been made towards eradicating poverty and hunger regardless of ethnicity over the last four decades.

“The economic policies pursued by the Government have resulted in more balanced economic participation and wider coverage of essential services nationwide.

However, a huge challenge that lies ahead for GTP 2.0.

A key target group, 31% of Orang Asli still remain in the poor or extreme poor category and 82% of them live in poor housing conditions.

About 101,000 Malaysian households are still in need of assistance from 1AZAM.

Recognising these hurdles that lie ahead, the Government has also roped in the corporate sector and NGOs to help in the next phase of its mission.

Moving forward, the GTP 2.0 looks to continue to improve the lives of 500,000 low income earning Malaysians by 2015.

Business is better with 1AZAM

Paying the monthly rent used to be a huge burden for satay seller Zulkefli Tajuddin. Every month, he would worry about whether he would have enough money left after paying the RM300 rental, to manage the household expenses and care for his wife and son.

Selling satay for a living, the 48-year-old man earns about RM1,000 each month and struggled to pay the bills.

“I did not have the proper equipment or the capital to buy the equipment needed to improve my business.

“I worked day and night, but life proved to be a struggle,” said Zulkefli, who among those who had his life changed after participating in the Government Transformation Plan's skills training course in Penang.

Today, he earns between RM3,000 and RM3,500 each month, and can provide his family with a comfortable life.

“They gave me a fridge, utensils and various other equipment to help me improve my business,” he said, adding that he had also learnt valuable lessons on how to manage his business and maximise his profits during the week-long programme.

“I would advise anyone who has the opportunity to join this training programme, not to miss the chance.

“Opportunities like these only come once in a lifetime,” he said, adding that the programme trainers still called him up to check on his progress more than a year after attending the course.

“My income has increased and I am now living a much better life. I will be forever grateful,” he said.

Another successful participant of the programme, conducted by the Persatuan Profesional Melayu Malaysia (PPMM), is Rosli Ishak from Klang.

The 46-year old who attended the training programme about six months ago now earns up to RM4,000 through his grass-cutting service, compared to less than RM1,000 previously.

“I was doing odd jobs, cutting grass for friends and neighbours whenever I could and working as a guard at night.

“It was a struggle. I was exhausted and yet I was not earning enough to provide for my family,” said Rosli who lives in Klang with his wife and four children.

“We were living on the bare necessities. I did not have a grass cutting machine. I would borrow it from my friend and do the job whenever I could to make some extra money,” he said.

Today, with the help of the programme facilitators, Rosli has obtained a license to set up his own grass-cutting company, enabling him to obtain contracts to provide the service for major companies and agencies.

“They gave me a grass cutting machine of my own, which has made it much easier for me to provide the service whenever there is a request,” he said, adding that the job offers have been pouring in.

He can now afford to buy his children books and better food.

“The programme is really good. They are making a difference in the lives of people who are struggling and trying to make ends meet.

“When we receive help like this, it changes our lives for the better. It improves the future of our children for the better,” he said.

1AZAM to continue improving lives of Malaysians

The pilot project for the hugely successful 1AZAM programme was held in Iskandar Malaysia two years ago. It was then implemented nationwide in stages, creating opportunities, raising income level and changing lives of Malaysians throughout the country.

The programme provides assistance in four essential areas; job placements (Azam Kerja), creating small business enterprises (Azam Niaga), creating small service providers (Azam Khidmat) and creating opportunities in agriculture (Azam Tani).

Azam Kerja is an initiative aimed at helping to secure job placements for poverty-stricken individuals who have little or no work experience while Azam Niaga helps its participants set up small businesses by providing training and micro-credit financing.

Participants of Azam Khidmat are exposed to the knowledge and skills required to start up small service-based businesses such as spa therapy or reflexology while Azam Tani creates opportunities through the provision of agricultural knowledge such as facilitating co-operative farming schemes, promoting cash crops and livestock farming.

The programme attempts to strike a balance between providing direct aid and economic opportunities to its participants to ensure that these individuals become financially self-sustaining.

While it had previously been distributing cash assistance, the NKRA in 2011 substituted this with economic activity programmes to guide the poor and extreme poor on ways to increase their income and break away from the vicious cycle of poverty.

To promote sustainability, another KPI was introduced the following year to ensure that all 1AZAM participants who received grants in 2011 were earning an income above the Poverty Line Index (PLI).

The impact of these programmes was monitored through the eKasih database.

Over the next three years, the Low Income Household NKRA will zoom in on developing “economic enablers” or creating a conducive and empowering environment for these families, such as proper education, nutrition and skills training.

A more targeted approach, compared to the approach used in GTP 1.0, will be undertaken in addressing the needs of specific communities such as the orang asli (indigenous people) and Penan communities.

The 1AZAM programme, moving forward, will be “more granular” and state specific to target under-served districts and to place greater emphasis on the “urban poor”.

Selection of participants for 1AZAM will also be made more stringent under GTP 2.0.

According to the Government Transformation Programme's 2012 Report, selection priority will be given to participants who fall into the extreme poor and poor categories, have not yet received any assistance, or are from districts where there are a high number of poor and extreme poor households but without a corresponding number of 1AZAM participants.

As for targeting specific communities, compared to the broader approach taken in GTP 1.0, the NKRA will zoom in on “neglected communities” such as the Penan people in Sarawak and orang asli groups.

The GTP 2012 report states that 80% of the Penan and 30% of the orang asli still remain in the poor or extreme poor categories.

myNEF ialah yayasan pembangunan usahawan yang memfokuskan kepada segmen perniagaan industri ICT dan kreatif dan pihaknya menerima dana sebanyak RM50 juta daripada kerajaan untuk membangunkan pelbagai program keusahawanan, namun ia bukanlah diberi dalam bentuk geran atau pembiayaan.

Ketua Pegawai Eksekutifnya Muhammad Ferdaus Johar berkata, myNEF ketika ini sudah menyediakan 12 jenis program pembangunan usahawan ICT dan industri kreatif yang menumpukan sudut rantaian perniagaan, pemasaran tempatan dan global serta memberi latihan untuk memastikan syarikat terbabit di dalam program itu mampu beroperasi dalam jangka masa panjang.

Beliau berkata, tiga daripada 12 pelan itu ialah program saluran Digital Malaysia/EPP iaitu membantu syarikat Bumiputera ICT dan kreatif untuk menjadi pemilik projek untuk Program Digital Malaysia dan Projek Permulaan (EPP). “Kedua, kami memfokuskan kepada Program Peluang Perniagaan Digital Malaysia/EPP iaitu ia akan membantu syarikat bersaiz kecil dan sederhana untuk mengambil bahagian bagi menyokong pemilik projek Digital Malaysia di bawah syarikat Pembangunan Multimedia Sdn Bhd (MDeC) dan EPP yang mana keduanya di bawah kelolaan PEMANDU dan TERAJU.

Ketua Pegawai Eksekutif GiatMara Meriyam Abd Majid berkata kebanyakan mereka hanya mempunyai kelulusan menengah rendah, tetapi menggunakan kemahiran yang mereka pelajari daripada GiatMara, untuk menjadi usahawan berjaya.

Katanya mereka bermula dengan semangat yang tinggi untuk mempelajari pelbagai jenis kemahiran yang disediakan GiatMara dan akhirnya mereka berjaya membesarkan perniagaan dan perusahaan hingga sesetengahnya ke peringkat antarabangsa.

"GiatMara telah menjalankan tanggungjawab sebagai contoh terbaik kerajaan membantu penduduk di kampung keluar daripada kemiskinan dan berjaya dalam perniagaan," katanya kepada Bernama semasa mengadakan Program 'Kampungku Mahir' di Kampung Beting Lintang di sini semalam.

Menurutnya, ketika ini sebanyak 231 GiatMara beroperasi di seluruh negara yang menyediakan 42 jenis kursus kemahiran untuk penduduk terutama kaum belia dan remaja yang berminat dalam bidang perniagaan dan keusahawanan.

Katanya di peringkat kampung, GiatMara menjelajah bagi memperkenal beberapa program, termasuk program 'Kampungku Mahir' dan '1 Insan 1 Kemahiran', mengajak penduduk kampung menggunakan kemahiran yang diajar untuk menjana pendapatan.

"Di peringkat kampung kami menyediakan kursus-kursus kemahiran seperti dalam sulaman manik, menjahit, membuat kek dan pastri, masakan, solekan dan membaiki motosikal serta membaiki badan bot," katanya.

Kursus bertaraf tinggi yang turut disediakan termasuk dalam bidang animasi, kerja logam, pastri dan grafik.

Its executive vice president and head of group business banking Steve K Miller said the SME segment could outperform the industry due to the healthy economic growth projected in the country this year.

“We aim to always outperform the industry. As we are (one of) the smaller banks we should ensure that we stay ahead of the market. As long as we are in the teens range for loans growth, I think it is pretty healthy,” Miller told StarBiz in an interview.

SMEs, which mainly consist of companies with less than RM25mil in turnover per annum, benefit when the economy grows as they are in the supply chain of key industries in certain bright spots of the national economy.

“Sectors such as retail tend to dominate the SME business. They also tend to benefit from where the people will spend their money on a day-to-day basis such as where people go to buy clothes, food, from the smallest of shops to retailers and these are the SMEs,” Miller said.

Miller also said growth in SMEs was also supported by certain development trends which fundamentally move these companies upwards.

“There are a lot of creative local retailers that are expanding within South-East Asia. They are jumping into places such as Indonesia and Vietnam. There are also companies that are thought of being in sunset industries but because of the changes in the labour market in Asia, quite a number of businesses have come back from China and other countries,” he said.

Miller said SME banking was still mostly about relationships as “we are servicing a customer with their life-savings invested in their business.”

On a related matter, Miller said he was delighted and humbled that Alliance Bank's SME Banking had won the Best SME Bank' in Asia Pacific, Gulf & African region award from the Asian Banker for 2013.

“We are the second smallest bank in Malaysia and we won this award. We are honoured to be the first Malaysian bank to be acknowledged with this international award for our SME Banking business model,” he said.

“We can tell our customers that we are good but the verfication through this award can give confidence to existing customers and will help us in the pursuit for new customers,” he added.

Alliance also looks to further improve its information technology systems, which he added, were already up to date.

Its Programme Lending Model has seen its loss rate at less than 2%, which was one of the lowest compared to the industry's average of 6%.

D&B Launches CCCM Course To Enhance Credit Functions Of Malaysian SME's

Pengurus Besar Kanan Jabatan Pensijilan Sistem SIRIM QAS International Sdn Bhd Parama Iswara Subramaniam berkata syarikat terbabit sudah sedia untuk diaudit.

"Mereka kini perlu melalui proses penilaian standard, memandangkan kami sudah pun menerima permohonan mereka dan tarikh-tarikh sudah ditetapkan," katanya kepada pemberita di sini hari ini.

Pengerusi Perbadanan Perusahaan Kecil dan Sederhana (SME Corp) Malaysia Datuk Dr Mohamed Al Amin Abdul Majid berkata sejak 2009, sejumlah 59 syarikat dari pelbagai industri sudah disahkan menerima tanda keunggulan Jenama Malaysia.

"Pada masa ini 30 syarikat menunjukkan minat untuk diaudit untuk pensijilan itu," kata Al Amin.

Beliau berkata demikian selepas melancarkan laman web khusus bagi menyediakan maklumat dan maklumat terkini mengenai skim pensijilan Jenama Malaysia.

"Menerusi usaha ini (pensijilan), kerajaan berharap dapat menukar tanggapan bahawa produk PKS berkualiti rendah, pakej serta standard yang rendah berbanding jenama lain.

"Bagi melayakkan untuk mengikuti penilaian itu, syarikat Malaysia yang menyertai skim berkenaan mesti memenuhi minimum penarafan tiga bintang menerusi peralatan diagnostik SME Corp, Penarafan Daya Saing Bagi Peningkatan PKS (SCORE).

"Syarikat itu kemudiannya dinilai berdasarkan standard yang ketat, dengan langkah-langkah pemantauan dan pengauditan yang lengkap bagi memastikan pematuhan standard kualiti.

"Jika berjaya, produk atau perkhidmatan berhak menggunakan Jenama Malaysia. Bagi mengekalkan jenama ini, langkah-langkah pemantauan dan pengauditan akan dilakukan secara berkala," katanya.

Beliau berkata aktiviti promosi perdagangan akan dilakukan bagi mempromosikan jenama yang memperoleh Tanda Keunggulan dan perakuan ke atas jenama itu.

Association: ‘Crucial period’ for companies to adjust

SMI Association of Malaysia national president Teh Kee Sin said they had to take into account the extra costs in their operations with the implementation of the minimum wage scheme.

“Our SMEs only have nine months to go, and this period is rather crucial as to whether they would be able to adjust and adapt to the new ruling, or continue grappling with escalating operating costs,'' he told StarBiz.

Teh said the SMEs that had already paid their foreign workers the minimum wage, effective Jan 1, 2013, would consider the January and February salaries as “bonuses”.

The National Wages Consultative Council (NWCC) had on Tuesday issued a statement that the SMEs would not have to pay the minimum wage to their foreign workers until Dec 31.

The SMEs are not allowed to make any deductions on levies, accommodation and other allowances from the salaries of their foreign workers.

However, the SMEs have to abide by the law which requires them to pay the minimum wage to Malaysian workers.

The minimum wage for private-sector employees has been set at between RM800 and RM900 per month.

The RM900 is for employees in the Peninsula, while the RM800 is for workers in Sabah, Sarawak and the Federal Territory of Labuan.

It covers employees in all economic sectors, except those in the domestic service sector such as maids and gardeners.

He said the SMEs were glad that the Government had listened to the proposal made to them via their associations to defer the payment of minimum wages for foreign workers.

“It might not be a good solution, but the best solution for us for the time being,'' said Teh, who is also the chairman of the South Johor SME Association.

He said hopefully, in the near future, the Government and the relevant agencies would listen to the voice of the SMEs pertaining to SME matters and not only to the NWCC.

Teh claimed that small-time employers, chambers of commerce and non-governmental organisations had not been consulted on the minimum wage scheme.

He said it seemed that the NWCC was the one that was making the recommendations to the Government on the scheme on behalf of the SMEs.

“With the minimum wage scheme already in place, the cost of doing business has gone up and we have not much choice but to pass it on to consumers,'' added Teh.

He said the only way for the SMEs to reduce the labour cost in their operations was to automate their operations, as it would help to offset the hike in operating costs.

Teh added that the Government could assist the SMEs by introducing soft financing loans for them to switch to automation, or to upgrade their current machinery to help improve productivity.

He said while the SMEs supported the move made by the Government on the scheme, at the same time, many of the SMEs in the second- and third-tier towns were not prepared for it. “Nobody would want to work with SMEs in Johor Baru, Penang or Kuala Lumpur if they are not paid RM900 or more, but how about SMEs in smaller towns?'' asked Teh.

He said many of the SMEs in the smaller towns hired senior citizens and pensioners and could only afford to offer a RM500 monthly salary, as the cost of living was low.

Pengarah SME Corp, Datuk Mohamed Al-Amin Abdul Majid berkata, sasaran itu akan dipacu melalui peningkatan penglibatan daripada sektor baru seperti penerbangan, pengangkutan dan minyak serta gas.

Menurutnya, Smidex 2013 akan menyaksikan penglibatan daripada syarikat korporat multinasional dan syarikat berkaitan kerajaan seperti Boeing, BAE Systems, Rafael, Giant, Tesco, Aeon, MAS, Sime Darby, Proton, MRT dan Kontena Nasional.

“Kami tidak meletakkan sasaran tinggi untuk tahun ini, namun kami akan mewujudkan beberapa inisiatif baru bagi memastikan angka tersebut boleh dicapai,” katanya pada pra pelancaran Smidex 2013 dan Persidangan Perusahaan Kecil Sederhana Asean-Korea di Kuala Lumpur, kelmarin.

Smidex 2013 memasuki penganjuran kali ke-16 yang mana ia akan dianjurkan di Pusat Persidangan Kuala Lumpur (KLCC) pada 12 hingga 14 Jun ini bersama dengan Persidangan Perusahaan Kecil Sederhana Asean-Korea pada 12 hingga 13 Jun.

Mohamed Al-Amin berkata, acara itu akan membawa idea dan kitaran hayat perniagaan yang perlu diketahui oleh sesebuah perusahaan supaya mampu bersaing pada peringkat global.

“Saya sentiasa berharap agar perusahaan kecil sederhana (PKS) tempatan akan sentiasa berdaya tahan dan memastikan kejayaan mereka dalam bidang perniagaan,” katanya.

Smidex merupakan acara tahunan yang direka untuk mempamerkan keupayaan dan kapasiti PKS Malaysia dalam menghasilkan produk, perkhidmatan dan teknologi untuk pasaran global.

Bertepatan dengan tema tahun ini, ‘SMEs Changing The Game’, Smidex 2013 bakal menampilkan satu konsep perniagaan yang mencerminkan pendekatan komprehensif bagi memenuhi keperluan PKS sejajar dengan matlamat dalam Pelan Induk PKS 2012-2020.

Pengarah Urusan RHB Johari Abdul Muid berkata, perjanjian berkenaan antara lain adalah untuk membiayai mana-mana syarikat yang ingin menjalankan projek berkaitan teknologi hijau khususnya dalam usaha memelihara alam sekitar.

“Ini adalah kerjasama pertama seumpamanya di rantau ini dan kami yakin ia adalah langkah pertama dalam menggalakkan lebih banyak syarikat perusahaan kecil dan sederhana (PKS) atau syarikat korporat menjalankan projek dalam kategori ini,” katanya selepas majlis menandatangani MoU yang diadakan di sini, semalam.

Menurutnya, sebagai permulaan, kedua-dua pihak mengeluarkan peruntukan sehingga RM305 juta dan jumlah berkenaan dijangka akan bertambah bergantung kepada sambutan yang diterima.

“Setakat in terdapat dua syarikat akan menerima dana ini dengan anggaran RM152.5 juta bagi setiap projek.

“Kedua-dua projek ini akan dijalankan di Malaysia, namun secara umumnya pembiayaan ini tidak hanya terhad untuk syarikat tempatan atau dari Jepun saja sebaliknya turut ditawarkan untuk mana-mana syarikat di rantau ini,” katanya.

Dalam pada itu, Ketua Pegawai Operasi dan Pengarah Urusan Kanan JBIC, Fumio Hoshi berkata, dana berkenaan dijangka akan ditambah ke jumlah RM610 juta dalam tempoh satu hingga dua tahun lagi.

“Dana ini bukan pembiayaan mudah kerana kami perlu meneliti projek yang ingin dijalankan dan apa yang membuatkan ia boleh dikategorikan sebagai projek berkaitan teknologi hijau sama ada berkaitan rawatan air, biomas, bioperubatan atau hidro.

“Kerana itu sebagai permulaan, kami hanya memberikan dana untuk dua projek saja dan satu lagi projek akan menyusul kemudian,” katanya.

This comes in the wake of the NWCC's move to postpone the implementation of minimum wage for Small and Medium Enterprises (SMEs).

"ACCCIM can be the voice of SMEs in NWCC and iron out problems before the minimum wage scheme is fully implemented on Jan 1, 2014," ACCCIM said in a statement on Friday.

ACCCIM met with Human Resources Minister Datuk Seri Dr S. Subramaniam on Thursday to discuss various issues on minimum wage where ACCCIM was represented by its president, Datuk Lim Kok Cheong and deputy president Datuk Ter Leong Yap, while Subramaniam was accompanied by secretary-general Datuk Seri Zainal Rahim Seman.

"We sought clarification from the minister on the allowances that can be deducted from the foreign worker's minimum wage, calculation of basic salary for part-time and contract employees and other issues," ACCCIM said.

"We also urged NWCC to consider a productivity-linked wage system when they review the quantum of minimum wage every two years to ensure sustainable development of industries," the statement added.

Both the minister and secretary-general agreed to conduct a briefing with ACCCIM to explain the details of the minimum wage and various human resource issues, including the Labour Act and Employment Act.

In a Bernama report on March 21, Subramaniam – in response to foreign workers protesting in Muar, Johor – had explained that the postponement was necessary "after taking into consideration the employers' financial situation as most of them were found to have suffered losses over the past two to three years."

Its chief executive officer, Datuk Hafsah Hashim, said the sector has always been consistent in terms of growth and often outpaced the nation's.

"Every year, the SMEs achieve growth about one or two per cent better than the country's and it will be the same this year," she told reporters after the launch of SMIDEX 2013 and Asean-Korea SME Conference here Thursday.

Bank Negara Malaysia's Annual Report 2012 said the nation's economy was expected to remain on a steady growth path, with an expansion of five to six per cent this year, anchored by the continued resilience of domestic demand and supported by a gradual improvement in the external sector.

Hafsah said the good economic outlook would boost the SME sector.

She said the sector's performance would depend on how the SME policies and programmes had been carried out.

"SMEs are important agents of economic growth, their development has been recognised as a priority on the national agenda and many programmes have been put in place to transform them into competitive, resilient and value-creating entities," she said.

It was reported earlier that SME Corp expected the SMEs to contribute 40 per cent to the nation's gross domestic product by 2020, from the current 32.5 per cent.

Hafsah said SMEs needed to leapfrog growth while technology and innovation would help the industry move forward.

"SMEs have been good impact providers to the economy with technology and innovation identified as the driving forces towards achieving a sustainable SME growth in the country," she said.

She said SMEs' good growth would help the country achieve a gross national income of US$15,000 even before 2020.

"Setiap tahun, PKS mencapai pertumbuhan kira-kira satu atau dua peratus lebih baik daripada negara dan ia akan sama tahun ini," katanya kepada pemberita selepas pelancaran SMIDEX 2013 dan Persidangan PKS Asean-Korea di sini Khamis.

Menurut Laporan Tahunan Bank Negara Malaysia 2012, ekonomi negara dijangka kekal pada pertumbuhan yang stabil, dengan pengembangan lima hingga enam peratus peratus tahun ini, diterajui oleh daya tahan berterusan dalam permintaan domestik dan disokong oleh peningkatan beransur-ansur dalam sektor luaran.

Hafsah berkata prospek ekonomi yang baik meningkatkan sektor PKS.

Beliau berkata prestasi sektor itu akan bergantung kepada bagaimana dasar dan program PKS dijalankan.

"PKS merupakan ejen penting dalam pertumbuhan ekonomi, pembangunan mereka diiktiraf sebagai keutamaan dalam agenda negara dan banyak program diadakan untuk mengubah mereka menjadi entiti yang berdaya saing, berdaya tahan dan mencipta nilai," kata beliau.

Dilaporkan sebelum ini bahawa SME Corp menjangka PKS menyumbang 40 peratus peratus kepada keluaran dalam negara kasar negara menjelang 2020, daripada 32.5 peratus sekarang ini.

Hafsah berkata PKS perlu melonjakkan pertumbuhan manakala teknologi dan inovasi akan membantu industri bergerak ke hadapan.

Chairman Datuk Mohamed Al Amin Abdul Majid said more new initiatives had been created to achieve the additional RM50 million sales from last year.

"Among the key drivers for the increase are expected from aviation, transportation and oil and gas sectors," he told reporters after the soft launch of SMIDEX 2013 and Asean-Korea SME Conference here Thursday.

The 16th SMIDEX 2013 will be held at the Kuala Lumpur Convention Centre (KLCC) on June 12-14, along with the Asean-Korea SME Conference on June 12-13.

Last year, SMIDEX generated potential sales from business matchings worth RM247.46 million compared with RM194.7 million in 2011.

Mohamed Al Amin said the three-day event was expected to attract 15,000 visitors.

"To date, 260 companies have confirmed their participation and out of these, 40 companies are from Italy, India and Korea, which will fill the international pavilion," he said.

He said this year, SMIDEX would bring in ideas and business life cycle and everything that entrepreneurs needed to know from business start-up to becoming global champions.

"It has always been my hope that Malaysian small and medium enterprises will always be resilient and retain their success in terms of doing business, and SMIDEX offers them the opportunity to learn from multinational companies (MNCs)," he said.

Among the participating companies are MNCs and GLCs (government-linked companies) namely, Boeing, BAE Systems, Rafael, Giant, Tesco, Aeon, MAS, Sime Darby, Proton, MRT and Kontena Nasional Bhd.

Kerjasama itu akan melibatkan 100 syarikat Perusahaan Kecil dan Sederhana (PKS) yang telah diiktiraf sebagai 'sedia mengeksport' yang akan menerima perkhidmatan pembangunan usahawan, khidmat nasihat, kemudahan, peralatan, latihan, perundingan dan khidmat sokongan daripada TPM.

GMB diwakili oleh Presidennya Agil Faisal Ahmad Fadzil sementara TPM diwakili Ketua Pegawai Eksekutifnya Datuk Mohd Azman Shahidin pada majlis menandatangani MoU itu, yang disaksikan Pengarah Kanan, Bahagian Pembangunan Pengeksport, Perbadanan Pembangunan Perdagangan Luar Malaysia (Matrade) Datuk Dzulkifli Mahmud.

Sementara itu, Agil Faisal berkata kerjasama itu diharap dapat membantu meluaskan pasaran dan menyediakan usahawan yang boleh untuk berdaya saing di peringkat luar selain memastikan produk yang dihasilkan menepati tahap pensijilan dan pembungkusan antarabangsa.

"Ada antara produk yang dihasilkan sangat sedia untuk dieksport, tetapi malangnya usahawan pula separa bersedia kerana tidak berpengalaman dalam pasaran yang lebih luas dan tidak tahu bagaimana hendak menyesuaikan produk dengan cita rasa negara yang hendak dipasarkan.

"Contohnya, pasaran makanan seperti kek keju beku yang diterima baik di Malaysia, tetapi apabila dibawa ke Singapura, masyarakat di sana merasakan ia terlalu manis dan perkara seperti ini yang kita akan cuba bantu melalui kerjasama ini," katanya kepada pemberita selepas menandatangani MoU itu di menara Matrade, di sini Khamis.

Mengulas mengenai pemilihan syarikat yang boleh menyertai program itu, Agil Faisal berkata ia terbuka kepada usahawan berusia 45 tahun ke bawah dan pemilihan dibuat berdasarkan syarikat yang telah berdaftar dengan GMB Malaysia, namun usahawan yang mempunyai produk sesuai boleh dipertimbangkan.

Mohd Azman berkata TPM menyediakan infrastruktur canggih lengkap dengan perkhidmatan pakar selain mempunyai kemudahan seperti Pusat Pengkomersialan Teknologi, Pusat Inovasi Inkubasi dan TPM Biotech di Raub, Pahang dan di Arau, Perlis yang boleh digunakan sebagai sokongan kepada PKS di negara ini.

"TPM amat berbesar hati menjadi sebahagian daripada usaha sama yang membimbing usahawa muda menjadi pemimpin pasaran antarabangsa selari dengan usaha kami merealisasikan agenda kerajaan untuk membangunkan pertumbuhan usahawan muda yang berjaya," katanya.

7,173 usahawan Mara berpotensi jadi jutawan

Timbalan Ketua Pengarah (Keusahawanan) Mara, Datuk Mohd. Rosdi Ismail berkata, pihaknya akan membantu memantapkan lagi perniagaan usahawan-usahawan berkenaan menerusi pelbagai inisiatif dan program pembangunan bagi melahirkan usahawan Bumiputera jutawan dari semasa ke semasa.

"Ini selaras dengan matlamat Mara untuk mencapai sasaran 500 usahawan jutawan dalam tempoh lima tahun sehingga 2015 di bawah Rancangan Malaysia Ke-10 (RMK-10).

"Mara akan memantapkan lagi perniagaan usahawan-usahawan ini bagi memastikan mereka mampu mengembang, mempelbagai dan mewujudkan rangkaian perniagaan serta bersedia untuk sampai ke tahap eksport produk ke luar negara," katanya.

Beliau berkata demikian kepada pemberita selepas program Himpunan Usahawan Kedah yang dirasmikan oleh Pengerusi Badan Perhubungan UMNO Negeri, Datuk Ahmad Bashah Md. Hanipah di sini hari ini.

Menurut Mohd. Rosdi, Mara menjangkakan 10 peratus daripada 7,173 usahawan Bumiputera yang berpotensi itu berupaya menjadi jutawan dalam tempoh beberapa tahun lagi.

Jika menjadi kenyataan katanya, agensi berkenaan berjaya membangunkan kira-kira 700 jutawan dan angka tersebut melepasi sasaran asal 500 orang dalam RMK-10.

Sementara itu, beliau memberitahu, Mara pada tahun ini menawarkan pembiayaan perniagaan kepada 6,530 usahawan di seluruh negara berjumlah RM50.2 juta manakala di Kedah sahaja melibatkan seramai 438 penerima (RM35 juta).

KUWIM Programme Director, Nazir Hussin Akhtar Husin said through this programme, participants would be given exposure to grab the opportunities made available by the government via various schemes, grants and business assistance by related agencies.

The participants would also be given guidance to change their mindset to become more positive, hence, this can improve their standard of living, he said during an interview on 'Dalam Radar' programme on Bernama Radio24 last night.

Nazir Hussin, who is also Umno Youth Young Workers Secretariat Chairman, said KUWIM can become the best platform especially amongst the more than three million blue collar workers in the country to create young entrepreneurs who are competitive for the sake of their future.

KUW1M, which will travel to 10 locations nationwide from March 23, represents a new government initiative managed by Pertubuhan Kebajikan dan Rekreasi Richworks Group Sdn Bhd, in cooperation with motivational expert, Dr Azizan Osman.

According to Nazir Hussin, Prime Minster Datuk Seri Najib Tun Razak is expected to launch the programme at the first location, that is, Wisma PGRM in Kuala Lumpur.

The programme will be continued at other locations later including in Melaka, Kota Baharu, Pahang and Johor.

PKS dibenar tangguh gaji minimum pekerja asing

Majlis itu dalam kenyataan di sini menjelaskan, dalam masa sama, penangguhan turut diberikan kepada mana-mana majikan selain PKS yang menghadapi masalah melaksanakan Perintah Gaji Minimum 2012 (Perintah).

"Majikan terbabit boleh memohon penangguhan secara individu kepada urus setia MPGN sebelum tarikh tutup permohonan pada 30 Jun ini.

"Mana-mana majikan yang telah mendapat penangguhan tidak dibenarkan membuat potongan levi, kos penginapan atau elaun-elaun lain bagi pekerja asing," kata kenyataan itu, semalam.

Kerajaan tahun lalu menerusi Perintah menetapkan gaji minimum RM900 sebulan dilaksanakan di Semenanjung dan RM800 di Sabah dan Sarawak mulai 1 Januari lalu, termasuk kepada pekerja asing.

Walau bagaimanapun, Perintah tersebut mendapat bantahan sebilangan majikan kerana perlu menanggung kos tambahan seperti levi dan lain-lain.

Jelas kenyataan itu, mana-mana majikan yang telah melaksanakan gaji minimum dibenarkan secara menyeluruh membuat potongan levi dan kos penginapan.

SJPP Luluskan RM669 Juta Jaminan Pembiayaan Setakat 28 Feb

KUALA LUMPUR, 19 Mac (Bernama) -- Syarikat Jaminan Pembiayaan Perniagaan (SJPP), setakat 28 Feb, telah meluluskan jaminan pembiayaan bernilai sehingga RM669.91 juta di bawah Skim Jaminan Modal Kerja Rancangan Malaysia ke-10 (WCGS RMK10) untuk 718 syarikat Bumiputera dari pelbagai sektor bagi mengembangkan dan memajukan perniagaan mereka.

SJPP dalam kenyataan Selasa berkata, jumlah itu adalah sebahagian daripada RM1.5 bilion yang diperuntukkan untuk syarikat Bumiputera di bawah skim jaminan RM3 bilion, yang diperkenalkan pada 2011.

Sejumlah RM1.5 bilion jaminan lagi di bawah skim itu diperuntukkan untuk syarikat bukan Bumiputera.

"Peruntukan khusus itu ialah untuk membolehkan syarikat-syarikat Bumiputera, terutamanya syarikat kecil dan sederhana, untuk terus mendapatkan akses kepada kemudahan pembiayaan daripada institusi kewangan," katanya.

Bagaimanapun, ia berkata setiap permohonan tertakluk kepada kelulusan daripada bank yang berkolaborasi dengan SJPP, sebelum dihantar kepada syarikat untuk kelulusan jaminan itu.

Setakat ini, sejumlah 35 institusi kewangan, terdiri daripada bank komersil, bank Islam dan institusi pembangunan telah bekerjasama dengan SJPP untuk melaksanakan skim itu, yang masih mempunyai baki peruntukan jaminan berjumlah RM830.09 juta.

Sementara itu, Prokhas Sdn Bhd, jentera tujuan khas milik penuh Menteri Kewangan Diperbadankan (MOF Inc) untuk mentadbir skim berkenaan berkata, syarikat tempatan terutamanya perusahaan kecil dan sederhana, seharusnya merebut peluang, kerana ia membolehkan mereka untuk lebih berdaya saing.

"Selain daripada membantu mereka mengembangkan lagi perniagaan, ia juga akan membantu dan meningkatkan penyertaan perusahaan Bumiputera dalam pelbagai sektor," kata Pemangku Pengarah Urusannya, Datuk Kamal Mohd Ali.

Beliau berkata yang permohonan untuk skim ini akan berakhir pada 31 Dis ataupun sehingga peruntukan RM1.5 bilion dimanfaatkan sepenuhnya, yang mana terdahulu.

According to the Performance Management and Implementation Unit (Pemandu), the strategic reform initiative (SRI) has been introduced to promote the expansion and growth of (SMEs) to help these companies on a needs basis.

Under the SRI policy, the Bumiputera transformation programme should be market-friendly and transparent, and can be given on the basis of need and merit, according to the 2012 Annual Report of the Economic Transformation Programme (ETP) released Tuesday.

The report is issued by Pemandu under the Prime Minister's Department which oversees the implementation, assess progress, facilitate and support the ETP and Government Transformation Programme (GTP).

According to the report, as of 2010, Bumiputera ownership of share capital (at par value) of limited companies remained at 23 per cent, still short of the 30 per cent target for corporate equity ownership set for macro-level.

This concern is further magnified by the fact that Bumiputera households make up 65 per cent of total households in Malaysia, and represent a higher proportion of low-income households in the country.

Therefore, the initiatives under the SRI led by Unit Peneraju Agenda Bumiputera (TERAJU), the lead co-ordinator in driving the Bumiputera ETP, would help them grow and develop capacities, improve competitiveness and reduce their reliance on the government for procurement contracts.

Teraju has introduced the Teras (High-Performing Bumiputera Companies) programme, geared towards increasing their participation in the economy, the report said.

The programme aims to identify a total of 1,100 High-Performing Bumiputera Companies with potential for growth and help them expand beyond the Malaysian market.

This programme, which provides funds for the companies and projects through the RM2 billion Bumiputera Facilitation Fund and RM1.02 billion Teras Fund, would in addition market Teras companies to the global stage.

According to the report, in the past three years a total of 300 Bumiputera companies have shown a revenue growth of approximately 17 per cent a year.

Teraju also manages the Skim Jejak Jaya Bumiputera (SJJB) a government initiative introduced in 2007, providing "last-mile" support to eligible Bumiputera companies for listing on Bursa Malaysia.

Under the SJJB initiative, Teraju has helped several companies to be listed on Bursa Malaysia namely, Datasonic Group Bhd, Prestariang Ltd, Century Software Holdings Bhd and Handal Resources Bhd.

Moving forward, SRI would continue to focus on providing qualified Bumiputera companies with access to finance to fund their future growth.

Unit Pengurusan Prestasi dan Perlaksanaan (Pemandu) di Jabatan Perdana Menteri menyatakan, Inisiatif Pembaruan Strategik (SRI) Merapatkan Jurang Ketaksamaan telah diperkenalkan untuk menggalakkan perkembangan dan pertumbuhan perusahaan kecil dan sederhana (PKS) Bumiputera.

Dasar itu mencadangkan supaya program transformasi Bumiputera seharusnya mesra pasaran dan telus serta diberikan atas asas keperluan dan merit, kata Pemandu dalam laporan Tahunan Program Transformasi Ekonomi (ETP) 2012 yang diumumkan Selasa.

Pemandu merupakan satu unit di bawah Jabatan Perdana Menteri yang menyelia perlaksanaan, menilai kemajuan, memudah cara serta menyokong penyampaian dan memacu kemajuan ETP dan Program Transformasi Kerajaan (GTP).

Menurut laporan itu, pada 2010, pemilikan modal saham Bumiputera (pada nilai tara) dalam syarikat berhad kekal pada 23 peratus, masih kekurangan 30 peratus sasaran pemilikan ekuiti korporat yang ditetapkan pada peringkat makro.

Kebimbingan itu dibesarkan lagi oleh hakikat bahawa isi rumah Bumiputera membentuk 65 peratus daripada jumlah isi rumah di Malaysia, dan mewakili bahagian yang lebih besar isi rumah berpendapatan rendah di negara ini.

Oleh itu, SRI yang diterajui oleh Unit Peneraju Agenda Bumiputera (Teraju), penyelaras utama dalam memacu ETP Bumiputera, akan memudahkan syarikat-syarikat Bumiputera untuk berkembang dan membangunkan kapasiti dan meningkatkan daya asing dan mengurangkan pergantungan mereka kepada Kerajaan bagi perolehan kontrak.

Teraju telah memperkenalkan Program Teras (Syarikat Bumiputera Berprestasi Tinggi) yang menjurus ke arah meningkatkan peryertaan Bumiputera dalam ekonomi, kata laporan itu.

Program Teras itu, bagi mengenal pasti 1,100 syarikat Bumiputera yang berpotensi dan membantu mereka berkembang di luar pasaran Malaysia, menyediakan dana untuk syarikat dan projek Bumiputera melalui Dana Mudahcara Bumiputera bernilai RM2 bilion, Dana Teras bernilai RM1.02 bilion dan memasarkan syarikat Teras ke peringkat global.

Menurut laporan itu, tiga tahun yang lalu, 300 syarikat Teras Bumiputera mencatatkan pertumbuhan perolehan 17 peratus setahun.

Selain itu, Teraju juga menguruskan Skim Jejak Jaya Bumiputera (SJJB), satu inisiatif kerajaan yang diperkenalkan pada 2007, menyediakan sokongan "peringkat terakhir" kepada syarikat Bumiputera yang layak untuk penyenaraian di Bursa Malaysia.

Di bawah inisiatif SJJB, Teraju telah membantu beberapa syarikat penyeraian di Bursa Malaysia termasuk, Datasonic Group Bhd, Prestariang Bhd, Century Software Holdings Bhd dan Handal Resources Bhd.

Pemandu berkata, SRI akan terus memberi tumpuan kepada menyediakan syarikat Bumiputera yang layak dengan akses kepada pembiayaan untuk membiayai pertumbuhan masa depan mereka.

Sarawak SMEs Yet To Fully Tap Matrade Incentives

International Trade and Industry Deputy Minister Datuk Jacob Dungau Sagan said one incentive available for SMEs in Sarawak is the Market Development Grant (MDG) of up to RM100,000 for a company to develop its export products.

"Last year RM27.68 million was disbursed under this scheme and 1,941 companies benefited from it, however only 22 or 1.13 percent of these companies were from Sarawak," he said at the Go Global@Matrade here today.

He said Matrade provides such grants to assist SMEs to defray the promotional costs of expanding their overseas markets.

In addition, he said, Matrade's Incoming Buying Mission (IBM) programme reduces SMEs' costs of travelling overseas to meet buyers.

"For example, in conjunction with major events like MIHAS 2O13 and INTRADE 2013, Matrade will bear the cost of bringing in potential buyers and arrange for them to meet Malaysian suppliers," he said.

He said only 336 SMEs in Sarawak have registered with Matrade so far, and urged those that have yet to register to quickly do so in order to have direct access to the latest market information.

"This year Matrade will be undertaking 136 trade promotion activities," he said adding that these activities serve little purpose if SMEs do not actively participate.

He said China remained Malaysia's largest trading partner last year with trade rising eight per cent to RM180.61 billion: imports increased by 21.3 per cent to RM91.86 billion, although exports declined by 3.1 per cent to RM88.75 billion.

Jacob said many Sarawak SMEs have yet to apply for the various incentives due mainly to their limited number of products for the global market, adding Matrade is willing to give training to SMEs intending to venture overseas.

Selain itu, katanya, program Misi Belian Akan Datang (IBM) Matrade mengurangkan kos perjalanan luar negara PKS untuk bertemu pembeli.

"Sebagai contoh, bersempena dengan pameran utama seperti MIHAS 2O13 dan INTRADE 2013, Matrade akan menanggung kos membawa pembeli berpotensi dan mengaturkan pertemuan mereka dengan pembekal Malaysia," katanya.

Beliau berkata hanya 336 PKS di Sarawak berdaftar dengan Matrade setakat ini, dan menggesa mereka yang masih belum berbuat demikian untuk mendaftar dengan segera bagi mendapatkan akses langsung kepada maklumat pasaran terkini.

"Tahun ini Matrade akan mengadakan 136 aktiviti penggalakan perdagangan," katanya sambil menambah aktiviti-aktiviti ini tidak akan mencapai tujuannya sekiranya PKS tidak menyertainya dengan aktif.

Beliau berkata China kekal sebagai rakan kongsi dagangan terbesar Malaysia dengan perdagangan meningkat lapan peratus kepada RM180.61 bilion: import naik 21.3 peratus kepada RM91.86 bilion, walaupun eksport turun 3.1 peratus kepada RM88.75 bilion.

Jacob berkata banyak PKS Sarawak masih belum memohon pelbagai insentif yang disediakan disebabkan terutamanya bilangan produk mereka yang terhad bagi pasaran global, sambil menambah Matrade bersedia untuk memberikan latihan kepada PKS yang berhasrat untuk meneroka ke luar negara.

She said the SMEs need also be market drivers, not just followers.

"For example Myanmar, which is just opening up its market. SMEs must rush to grab the opportunities available, while researching the market there," she added.

Rafidah said this in her speech at the Bicara Perdana programme organised by SME Corp and the Traders and Entrepreneurs Association Malaysia (Perdasama).

She said SMEs which are conscious of the local, regional and global environment profile, will quickly adapt themselves, while understanding the workings of the market and its users.

"The government has opened up markets and is providing various initiatives. SMEs need to do the follow-up. If the market expands, business can also grow," she added.

More than 150 Bumiputera SMEs from various industries attended the Bicara Perdana programme with Rafidah, and was aimed at enabling participants to receive insights and strategies on being successful in the business world.

Themed, "Innovation & Transformation of SMEs in facing Global Challenges", the programme saw the launch of P-Shoppe, a portal created to serve as a channel for promoting and advertising business products of Perdasama members.

Bekas Menteri Perdagangan Antarabangsa dan Industri, Tan Sri Rafidah Aziz berkata, usahawan PKS perlu memahami perkembangan dalam setiap persekitaran perniagaan iaitu domestik, serantau serta antarabangsa dan menyesuaikan cara perniagaan mereka dengan faktor luaran.

“PKS di negara ini perlu menjadi pemimpin pasaran, dan bukan hanya menjadi pengikut. Contohnya jika hendak ke luar negara, kaji dulu budaya negara itu, kecenderungan pengguna di sana dan ubah produk untuk sesuaikan dengan pasaran negara luar,” katanya semasa Bicara Perdana Inovasi dan Transformasi PKS Dalam Cabaran Global di Petaling Jaya, semalam.

Rafidah berkata, PKS Bumiputera juga perlu mengubah mentaliti mereka dengan hanya bergantung kepada kerajaan kerana status istimewa itu.

“Sudah-sudahlah dengan mentaliti Bumiputera patut dibantu. Dari 40 tahun lepas saya asyik dengar benda yang sama, sampai bila lagi?

“Kerajaan buka pasaran melalui perjanjian bebas cukai, contohnya sekarang daripada 25 juta pelanggan domestik, PKS mempunyai 600 juta pelanggan serantau di seluruh Asia.

“Jadi kalau PKS masih tidak maju, silapnya bukan pada kerajaan atau persekitaran, tetapi usahawan sendiri. Mereka yang perlu kemas kini cara perniagaan mereka,” katanya.

Rafidah menambah, usahawan juga perlu mengubah sikap, bersedia menerima pandangan pekerja pada semua peringkat serta sanggup menjenamakan semula atau mengaplikasikan teknologi untuk memperbaiki perniagaan.

“Selain itu, ambil tahu apa kerajaan sediakan. Contohnya rundingan Perjanjian Trans-Pasifik dengan benua Amerika yang sedang berjalan sekarang ini ada unsur khas untuk PKS.

"Inilah pertama kali dalam sejarah rundingan perjanjian bebas cukai ada perbincangan khusus untuk PKS. Bayangkan kalau PKS kita boleh masuk pasaran benua Amerika,” katanya semasa majlis tersebut.

Program itu dianjurkan SME Corporation Malaysia bersama Persatuan Peniaga dan Usahawan Malaysia (Perdasama) bagi membantu usahawan Bumiputera mendapatkan tips dan strategi daripada Rafidah yang pernah memegang jawatan Menteri Perdagangan Antarabangsa dan Industri selama 21 tahun dari 1987 hingga 2008.

Sementara itu, Pengerusi SME Corp, Datuk Dr Mohamed Al Amin Abdul Majid menggesa usahawan menyertai pelbagai program disertai kerajaan sama ada melalui agensi itu atau institusi lain untuk meningkatkan keupayaan mereka.

“Kerajaan memperuntukkan dana tambahan RM600 juta kepada usahawan Bumiputera termasuk untuk pelan pelaksanaan program latihan pembangunan usahawan mikro di bawah SME Corp,” katanya.

Bagi meneruskan momentum pertumbuhan secara berterusan dalam sektor teknologi maklumat (IT), persatuan itu kini menumpukan untuk membantu ahlinya menembusi pasaran serantau.

Ikuti temu bual antara wartawan Bisnes Metro, Helmy Abd Rahman dengan Presiden TeAM Aziz Ismail, mengenai usaha dan perancangan yang bakal dilaksanakan tahun ini.

Secara ringkasnya, boleh ceritakan mengenai latar belakang dan misi TeAM?

TeAM diwujudkan bagi meluaskan capaian perniagaan di kalangan golongan usahawan berkaitan teknologi, sekali gus membantu perkembangan ekonomi digital di negara ini.

Keahlian TeAM terbahagi kepada empat jenis iaitu ahli biasa, ahli bersekutu, ahli kehormat dan ahli pelajar serta terbuka kepada mana-mana individu dan syarikat yang berdaftar di Malaysia.

Pembabitan TeAM untuk mempercepatkan pertumbuhan dan pembangunan industri IT di Malaysia menunjukkan hasil memberangsangkan antaranya menerusi penganjuran bersama Program Pelaburan Cradle (CIP), pengenalan program usahawan, mengadakan klinik TeAM dan mengadakan pakatan kerjasama dengan pelbagai agensi.

Pada masa sama, TeAM memainkan peranan aktif dalam usaha membangunkan industri ICT bagi menyokong inisiatif diperkenalkan kerajaan untuk menjadikan Malaysia sebagai pemain utama sektor ICT dan bioteknologi di rantau ini.

Kami berperanan sebagai pemikir dan suara bagi usahawan teknologi terutama membabitkan perusahaan kecil dan sederhana (PKS) di Malaysia; untuk menyediakan landasan dan memudahkan pembangunan profesional di kalangan ahli dan industri secara amnya; mendidik komuniti dan menyatukan jurang digital serta membantu pembangunan berasaskan ekonomi digital di negara ini.

Boleh terangkan mengenai perancangan dan fokus TeAM tahun ini?

Tumpuan kami untuk tahun ini ialah untuk memasarkan perkhidmatan di negara serantau terutama Indonesia, Vietnam dan negara berjarak dua hingga tiga jam perjalanan dari Malaysia.

Fokus kini lebih terarah kepada aktiviti padanan perniagaan antara pengusaha teknologi dari Malaysia dengan pemain industri dan pengusaha dari negara disebutkan tadi.

Aktiviti padanan perniagaan ternyata lebih berkesan dan menjimatkan berbanding menyertai pameran dan kerana itu kami menumpukan usaha memperbanyakkan aktiviti ini.

Malaysia yang berada jauh di depan berbanding kebanyakan negara ASEAN dalam bidang IT dan dengan kelebihan itu, dijangkakan sektor berkenaan mampu berkembang lebih baik tahun ini.

Selain mendapat bantuan kerajaan dan persatuan dalam misi dagang ke luar negara, banyak daripada kalangan ahli kami yang mengambil inisiatif sendiri mengadakan pakatan bagi mengembangkan perniagaan.

Dengan menjadikan TeAM sebagai landasan, terdapat anggota bergabung membentuk konsortium dan meneroka pasaran luar negara.

Berdasarkan perancangan itu, berapa unjuran yang dijangka mampu diraih?

Kami menyasarkan perolehan transaksi perniagaan bernilai sekurang-kurangnya RM500 juta membabitkan urus niaga dalam kalangan ahli TeAM di luar negara.

Segmen pemasaran perkhidmatan e-kerajaan dijangka memberikan pulangan besar dalam transaksi urus niaga tahun ini.

Sebenarnya transaksi urus niaga berpotensi melangkaui angka RM500 juta, lebih-lebih lagi biasanya kontrak yang diperoleh membabitkan tempoh panjang, namun kami sengaja tidak meletakkan sasaran terlalu tinggi.

Selain ICT, apa lagi sektor yang turut dibantu TeAM?

Kami turut mempunyai ahli di kalangan penggiat industri bioteknologi, bagaimanapun, jumlahnya tidak seramai mereka yang berkecimpung dalam ICT.

He said with the presence of such a platform, the 1Azam programme can be implemented more effectively with participants of potential from the poorer group, to produce successful entrepreneurs.

"In the context of the Cost of Living Assistance to Fishermen, it clearly proves the concern and commitment of the government in appreciating the contribution of fishermen to the fisheries and food sector," he added.

Musa said this in his speech while officiating the handing over of the LKIM Cost of Living Assistance and launch of the IAzam Entrepreneur Community as well as the Sabah Young Agro Businessman Award at the Institut Kemahiran Mara, Sepanggar, near here today.

The text of his speech was delivered by the State Assistant Minister of Agriculture and Food Industry, Datuk Musbah Jamli.

Musa said the Cost of Living Assistance can not just reduce the burden of families but also encourage fishermen to continue working hard.

"I am also proud that after the launch of the Sabah YAB in April last year for graduates of the Institut Skill Tech, the pioneer group has succeeded in harnessing MyAgrosis, Agro Bank funds of about RM1 million with the total number of borrowers at 20," he added.

He said this made Sabah YAB the first and biggest as well as the best MYAgrosis group in Malaysia.

The launch of the 1Azam Entrepreneur Community for the Karambunai state constituency is the first in the country.

“They try really hard to take care of the Muslim customers. The halal and non-halal sections are properly marked, and they even separate the trolleys,” shares the finance executive.

Still, she was taken aback when she saw the “non-halal parking” sign at the mall not too long ago.

“I appreciate what the management was trying to do to alert their Muslim customers. I would not want to walk into a non-halal supermarket or, worse, buy anything non-halal by mistake. But maybe they could have done a better job with the sign,” she says.

Anira was not alone in thinking that the mall had designated a car park specifically for non-Muslims when they saw the sign.

When marketing manager S. Nunis saw it, she was bemused. “What can be non-halal there? What else are we going to separate - toilets, escalators, a whole mall?”

As is the norm today, it did not take long for the sign to become the subject of discussion on social media.

The purple “non-halal parking” signboard which was erected next to an elevator on the third floor of the complex was not hard to miss, especially when all the pillars in the same level car park were also painted purple.

While some netizens voiced their disapproval at the mall management, others tried to see the lighter side of it.

Police officer ASP Alif Haiqal Ramesh, a Muslim convert, believed signs like this would confuse the people while businessman Eric Lew asked “Is this necessary? They don't even do this in Middle East”.

Sharifah Mazlina Al Idrus, who described it as ridiculous, remarked, “The parking floors are probably made of non-halal material.”

The sign was corrected after the mall management got whiff of the public reaction. It was really a misunderstanding, says its advertising and promotion manager K. L. Lim.

The distinction between halal and non-halal products is nothing new in Malaysia.

The signage controversy, however, attracted attention because it came on the tail of another (non-) halal sign brouhaha.

A hotel in Petaling Jaya got a lot of flak two months ago when a local daily reported about its “halal” staff lift. It was designated to transport halal supplies to the hotel's restaurants and was off limits for non-halal products.

The hotel management explained that it was a requirement by the Malaysia Department of Islamic Development (Jakim) to prevent the free-mixing of halal and non-halal products, which can lead to cross-contamination.

Netizens, however, had their own take and what rankled people most was that suppliers of non-halal products would be required to take the stairs, evoking comments of “first, the goods; next, the people.”
“It does sound like discrimination towards non-Muslims. Can they provide a non-halal lift too?” notes a Muslim lawyer who only wants to be known as Az.

A Muslim postgraduate student who declines to be named agrees. “This is too much. Muslims are not so weak that they need protection in every small thing. Many of us know better and can think for ourselves,” she says.

The thing is, argues Islamic Consumer Association of Malaysia (PPIM) chief acivist Datuk Nadzim Johan, many Malaysian Muslims do not know better.

“Any product can be halal one second and non-halal in the next. It is easy to get contaminated in a mixed environment. This is something that everyone needs to be aware of and adhere to the rules and regulations.”

Many take it for granted, he adds.

“For instance, (when it comes to food) most people think that if there is no pork, it is halal. Even Muslims make that mistake because our education and understanding of halal is minimal.”

Jakim defines halal, which originates from an Arabic phrase, as “allowed” or “permitted” by Islamic law.

While it can be used in a wide scope - a halal banking system or a halal relationship between husband and wife - the term halal under the Trade Descriptions Act 2011 covers seven areas or schemes: food and drink products including additives; eating establishments/premises; consumer goods; cosmetics and toiletries; slaughter houses; logistics; and the latest scheme to be introduced, pharmaceutical products.

As the Act specifies, in the preparation, processing or storage stage, halal food should not come in contact with or be near any kind of food/element that is forbidden to Muslims or contain any substances that are considered impure by Islamic law.

It is not a simple issue, Nadzim says. “It involves belief and conviction in life. Halal is a requirement for Muslims. They need to make sure that all the food they take is halal. That is the basic principle, but for Muslims, it is not just about the eating, it is also about not touching and others.”

Thus, Nadzim disproves the notion that the halal lift was meant to discriminate, pointing out that the non-Muslims can still take it.

They are only barred from it when they are carrying non-halal produce, he says. “We also have separate (coaches in) trains for women, so should men feel discriminated?”

Getting certified

However, Nadzim feels strongly that it is important for enterprises and businesses to get the authorised certification before they start labelling their premises halal or non-halal as it can confuse both Muslims and non-Muslims.

Breaching the regulations can be considered as fraud as it is misleading the customer, he stresses. “Many don't think that it is a fraud, much less a serious fraud.”

Jakim's Halal Hub Division director Hakimah Mohd Yusoff confirms that misleading and confusing consumers with a self-declared halal or Islamic status (including the use of terms like “Makanan Orang Islam” or Islamic food), use of self-made or fake halal signage and logos (not issued by Jakim) and non-compliance to the guidelines and standards of the Halal certification, among others, is an offence that carries a maximum fine of RM500,000.

Since January 2012, Jakim has been the sole body in the country authorised to issue halal certification. However, they have no ruling on “non-halal” signage.

Referring to the case of the halal lift and non-halal carpark, Hakimah feels the proprietors should not be faulted for their good intentions.

“The principle is clear: halal and non-halal food cannot mix. According to the standards of the halal certification, the eating establishments need to put in place an effective halal control system to prevent cross contamination of raw ingredients.

“They need to show that they can do it but how they do it is not dictated. It is up to their own initiative,” she says.

Ideally, other than separate storage this would include separate transportation processes. While many have started to use separate storerooms, chillers and freezers for halal and non-halal food, it is not as easy to have a separate loading bay or entrance. This is where many have to come up with alternative measures.

Herein lies the confusion.

“Most of the time the establishments, especially those who are in the process of applying for their halal certification, will go beyond the requirement. This is when you sometimes get these over-zealous measures,” says Hakimah.

She tells of importing companies that carry out the samak (the purification process according to Islamic teachings) of their container every time before use, regardless of whether it had been used to transport halal or non-halal goods.

“Our requirement is for them to samak the container only if it was used to transport non-halal goods prior to their use,” she says.

To prevent similar confusion in the future, Jakim is currently working on clearer guidelines to standardise operations, she adds.

Although some may think the standards and requirements are overboard, Hakimah stresses that they are necessary to maintain the integrity of the production flow and supply chain for consumers' assurance.

“If you load or transport pork in one trolley, for example, the chances of cross contamination with halal raw products are higher,” she adds, pointing out that the principle does not apply to canned food or anything that is properly packed.

Jakim's halal certification is also holistic, she adds, covering not only the syariah requirements but also other aspects such as hygiene, equipment safety, storage standards and food quality.

“Consumers can be assured with our certification that they are getting high quality, safe and syariah compliant products with our stringent standards. In fact, our enforcement teams comprise not only religious experts but also health and safety specialists and food technologists,” she says.

Hakimah reveals that the halal industry is a lucrative industry, recording some RM35.4bil worth of halal exports last year and has attracted many entrepreneurs and businesses.

With around 2.1 billion Muslims in the world, many see the halal certification as a “marketing tool” that can give them an edge over their competitors.

However, many jump into it without full understanding, she notes.

An indication, she says, is the range of products that enterprises have tried to get certified as halal.

“One person asked if they can get their corn certified halal. I asked why? Corn is a vegetable. It's a natural product. Why do you want a halal certificate for a vegetable?”

A check by Sunday Star found other “halal” posers.

A hotel in PJ claims to be a leading “syariah-compliant” hotel but what that actually means is unclear. One reader, Sharon, shares that a local TV network had a notice at the start of a documentary warning viewers of its “non-halal content”. The documentary featured financial systems.

Hakimah explains that halal in generic terms does have a wide meaning, but advises businesses not to go overboard with their labelling.

She shares that Jakim is constantly reviewing the halal schemes and processes as Malaysia becomes more open and new sectors emerge.

To meet the growing demand, Jakim plans to apply for more manpower to strengthen its enforcement unit. At the moment, she adds, they are working closely with other agencies.

The halal standard is not intended to discriminate, Hakimah stresses. “Halal certification is voluntary. If businesses, enterprises, manufacturers and even consumers are not willing to meet the standards, they don't have to. It is about having choices and alternatives.”

To her, the halal certification can even be a unifying factor for a diverse, multicultural country like Malaysia.

“Before this, Malaysian Muslims will not try Chinese cuisine because they worry that it's not halal. But with halal certification, we can have halal versions of Chinese food, especially the traditional food, and expose the Malays to the Chinese customs like the Moon Cake festival, for example. You can see that the moon cake has now become a common culture in Malaysia.”
