TPPA Will Increase Malaysia's Bargaining Position

President of the Federation of Malaysian Manufacturers, Tan Sri Yong Poh Kon, said Malaysia's participation in the talks would increase its bargaining power in global trade.

"With the participation of other 11-member countries besides the US, it would increase Malaysia's bargaining power as we are not only bargaining with US but with other countries as well," he told Bernama at the TPPA Open Day today organised by the Ministry of International Trade and Industry (MITI).

The Malaysian public were generally concerned as to the extent the 21st century trade agreement model of the TPPA could play an effective tool in promoting fair trade and that Malaysia could be pressured to succumb to a bigger political power.

MITI Policy and Strategy Division Director, Isham Ishak, said the TPP will benefit Malaysia as it will provide access for products with free duties and new investment.

While the TPP can open up new markets for Malaysian products through liberalisation and reduced duties in products, there were also concerns raised that Malaysia companies might not be able to compete with the bigger players in the market.

In this respect, the need for capacity building among small and medium enterprises (SMEs) was raised at the Open Day.

Issues pertaining to the more expensive cost of medicines and difficulty in getting generic drugs were also raised.

An entrepreneur, requesting anonymity, said it would be beneficial for entrepreneurs "as it can help enhance my networking and in the process create more quality and competitive SMEs."

He said it could open new market opportunities for his company.

"TPP also encourages healthy competition. And as a consumer it can give me more choices and at more reasonable prices," he said.

'Bumiputera rights to remain sacrosanct in TPP'

KUALA LUMPUR: Bumiputera rights will remain sacrosanct in the ongoing Trans-Pacific Partnership (TPP) negotiations, said one of the Malaysian negotiators to a crowd eager to hear what the government is doing to safeguard Bumiputera special privileges in the corporate sector.

"The government is aware that the Bumiputera issue is a very sensitive one for the nation and we will ensure that whatever policy is in place, it remains when TPP comes into effect," said Azah Ahmad of the government procurement division of the Finance Ministry.

"All negotiators are consulting with the relevant groups. The TPP is not a one-sided issuance of intructions from the United States. In the dynamics of negotiations, we have room to discuss and negotiate.

"We are protecting Bumiputera rights and we are studying seriously the Bumiputera privileges. In the TPP, what needs to be protected will be protected," she said.

Azah is the negotiator looking into areas of government procurement in the TPP negotiations.

She said Bumiputera privileges are part of the non-covered procurement, explaining that it is not covered by the agreement.

"In the construction market, if there are 1,000 projects and 30 per cent are carved out for Bumiputeras, that is how it will be implemented," Azah said yesterday during the break-out session titled "Bumiputera rights and state-owned enterprises", held in conjunction with the "Trans-Pacific Partnership Open Day" at the International Trade and Industry Ministry.

The event was held to mitigate the loud disapproval voiced by segments of Malaysian society and industry lobbyists against Malaysia entering the TPP.

She also addressed the issue of the Ali Baba syndrome - where foreigners may exploit the Bumiputera privileges in order to profit from easy gains by partnering with unscrupulous parties - saying that this is also an issue that's discussed at TPP negotiations.

On the matter of the lowest tenders bagging contracts under the terms of TPP, which concerned many in attendance, it was also allayed when Azah said there will always be an evaluation process.

"If the lowest tender is the best evaluated, it will get the contract. But if it is the lowest and does not meet the requirements, it won't get the contract," she said.

At times, she looked frustrated that the crowd kept ignoring her remarks about how TPP will actually help introduce higher standards through competition and greater market access to local players.

"There are Bumiputeras who want to branch out and smaller players are given the opportunity to enter level playing fields. The industry can go further than where we are now - go to a higher level," she said when asked what guarantees are there to ensure that Bumiputeras will not be left out of the economic game.

She reminded that changes will not take place overnight should the TPP kick in, transition measures will be in place and these, in turn, could range from five to 10 years.

"We will prepare the country so that it meets and complies with all the requirements. But we must also fulfill our obligations. We need to improve on good governance and competitiveness," she said.

"Indeed, just as the critics have said, the US has a big part in establishing the format of the TPP framework, adding the crucial point to note is the format that is recognised by the other parties in the 12-nation TPP pact," she added.

Venture Into Sabah O&G Sector, Musa Urges Bumiputeras

He said although there are already Bumiputera businesses in the sector, they have not been successful.

"This is what we should work together for, so that Bumiputeras in the oil and gas industry can advance and succeed," he said when addressing a breaking of fast organised by the Sabah Bumiputera Chamber of Commerce, Malay Chamber of Commerce Malaysia Sabah chapter and Perdasama here tonight.

Musa, who is also state Finance Minister, expressed hope that more Bumiputera consortiums would grab the opportunities provided by the government in the oil and gas sector.

"I believe you (business people and entrepreneurs) will continue to work hard, don't give up when seeking opportunities in business and industry.

"In business there are always ups and downs, sometimes we are disappointed, but that's one of the bases for us to succeed in our business in future," he said.

Success in business requires physical and mental strength as well as determination, he said, urging them to emulate the Chinese in business.

"If they (the Chinese) can succeed, we can also succeed. What is important is our dedication and commitment to succeed," he said.

Musa also urged the relevant chambers of commerce to hold more workshops and forums that focus on business opportunities for Bumiputeras.

Beliau berkata demikian dalam majlis berbuka puasa dan solat terawih anjuran bersama Dewan Perniagaan Bumiputera Sabah (DPBS), Dewan Perniagaan Melayu Malaysia Sabah (DPMMS) dan Persatuan Pedagang dan Pengusaha Melayu Malaysia (Perdasama) di sini malam tadi.

Yang turut hadir, Yang Dipertua DPBS, Datuk Hasnol Ayub; Yang Dipertua DPMMS, Datuk Awang Buthamam Awang Mahmun dan Yang Dipertua Perdasama, Datuk Ramlee Marhaban.

Dalam majlis itu, Musa turut menyampaikan sumbangan duit raya kepada Rumah Anak Yatim As-Sakinah, Rumah Kanak-Kanak Kota Kinabalu, Pusat Dalam Komuniti Baitulmal dan Maahad Tahfiz Al-Quran.

Musa berkata, beliau optimis bahawa lebih ramai lagi usahawan bumiputera berjaya dilahirkan dengan adanya perancangan rapi dan usaha-usaha berterusan menerusi kerjasama dan perkongsian pintar oleh ketiga-tiga dewan perniagaan ini.

"Kita bersyukur kerana nikmat keamanan dan keharmonian, berjaya menjana kepesatan pertumbuhan ekonomi dalam pelbagai sektor.

"Pencapaian ini turut digerakkan oleh para pengusaha dan peniaga bumiputera yang semakin berani menceburkan diri dalam pelbagai sektor dan perniagaan.

"Bagaimanapun, kita tidak harus berhenti dan mudah berpuas hati dengan tahap pencapaian ini. Sebaliknya, program pembangunan ekonomi bumiputera perlu terus digerakkan bagi memastikan taraf ekonomi golongan bumiputera dapat ditingkatkan," ujarnya.

TPPA Akan Tingkatkan Kuasa Tawar Menawar Malaysia

Presiden Persekutuan Pekilang-Pekilang Malaysia, Tan Sri Yong Poh Kon, berkata penyertaan Malaysia dalam rundingan-rundingan itu akan meningkatkan kuasa tawar menawar negara dalam perdagangan global.

"Dengan penyertaan 11 negara anggota lain selain AS, ia akan meningkatkan kuasa (tawar menawar) Malaysia kerana kita bukan hanya tawar menawar dengan AS malah dengan negara-negara lain," katanya kepada Bernama pada Hari Terbuka TPPA anjuran Kementerian Perdagangan Antarabangsa dan Industri (MITI) di ibu negara.

Orang ramai di Malaysia pada umumnya bimbang tentang sejauh mana model perjanjian perdagangan TPPA itu boleh memain peranan berkesan dalam menggalakkan perdagangan adil dan Malaysia mungkin mengalami tekanan dan mengalah kepada kuasa politik yang lebih besar.

Pengarah Bahagian Dasar dan Strategi MITI, Isham Ishak, berkata TPP akan memberi manfaat kepada Malaysia kerana ia akan memberi akses bagi produk bebas cukai dan pelaburan baharu.

Meskipun TPP boleh membuka pasaran-pasaran baharu produk Malaysia melalui liberalisasi dan mengurangkan duti ke atas produk, namun terdapat kebimbangan yang ditimbulkan bahawa syarikat Malaysia mungkin tidak dapat bersaing dengan peserta-peserta yang lebih besar dalam pasaran.

Dalam hubungan ini, soal membina keupayaan dalam kalangan perusahaan kecil dan sederhana (PKS) ditimbulkan pada Hari Terbuka itu.

Isu-isu berhubung kos ubat-ubatan yang lebih tinggi dan kesukaran mendapatkan ubat generik juga ditimbulkan.

Seorang usahawan yang enggan memberikan namanya berkata ia berfaedah bagi usahawan "kerana ia boleh membantu meningkatkan perangkaian saya dan dalam proses itu mewujudkan PKS yang lebih berkualiti dan berdaya saing."

Beliau berkata ia boleh membuka peluang pasaran baharu bagi syarikatnya.

"TPP juga menggalakkan persaingan sihat; dan sebagai pengguna, ia boleh memberikan saya lebih banyak pilihan dan pada harga yang lebih berpatutan," katanya.

Pengunjung memenuhi kawasan gerai jualan bagi persiapan menyambut 
Hari Raya Aildilfitri di Bazar Ramadan Jalan Tuanku Abdul Rahman.

Dalam bulan ini, Dewan Bandaraya Kuala Lumpur (DBKL) merekodkan sebanyak 7,232 peniaga mengambil bahagian di 96 buah bazar di sekitar Kuala Lumpur.

Ketua Pegawai Eksekutif SME Corp, Datuk Hafsah Hashim berkata, peluang perniagaan di bulan Ramadan meliputi empat sektor iaitu borong dan runcit, pertanian, pengubahsuaian rumah dan makanan serta minuman.

"Pada bulan Ramadan dan menjelang musim perayaan, pembeli akan membuat persiapan dengan membeli baju, kad, kuih dan biskut raya termasuk membuat pengubahsuaian dan menghias rumah.

"Ini sekali gus meningkatkan aktiviti perniagaan dan menjana hasil jualan yang tinggi kepada industri runcit dan pengubahsuaian rumah," katanya kepada Utusan Malaysia di sini dalam temu bual e-mel.

Hafsah berkata, pengendali makanan dan minuman juga turut menerima manfaat di bulan Ramadan kerana permintaan untuk membeli juadah meningkat sama ada kepada yang beragama Islam dan bukan Islam.

"Pasar tani dan bazar Ramadan juga membuka peluang kepada peniaga dan menjadi pilihan kepada pelanggan dengan harga yang berpatutan," katanya.

"Industri francais walaupun baru 19 tahun diwujudkan di dalam negara dilihat mampu mencatatkan kejayaan yang begitu membanggakan," katanya ketika menjawab soalan Senator Ahamat @ Ahamad Yusop.

Mengenai jenama francais asing yang berdaftar dan menjalankan perniagaan mereka di negara ini, Ahmad Bashah berkata sehingga 10 Julai 2013 jumlahnya ialah 128.

Deputy Minister of Domestic Trade, Cooperatives and Consumerism Datuk Ahmad Bashah Md Hanipah said 10 local franchisers with the most number of outlets abroad were Nelson (675 outlets), Daily Fresh (481), Mary Brown (58), Bangi Kopitiam (29), Secret Recipe (25), England Optical (21), Old Town White Coffee (21), World Of Fengshui (17), Smart Readers (15) and Royal Selangor Pewter (14).

"Although the franchise industry existed in the country only 19 years ago, it is seen to be capable of achieving impressive success," he said when replying to Senator Ahamat @ Ahamad Yusop.

On the foreign franchise brands registered and carrying out business in this country, Ahmad Bashah said that up to July 10, 2013 the number was 128.

"The 10 top foreign franchising companies carrying out business in Malaysia are 7-Eleven, McDonalds, Kentucky Fried Chicken, Kumon learning centre and kindergarten, Avon, Yamaha Music, Kenny Rogers Roasters, Tutti Fruity, Subway and Body Shop," he said.

YPU Aims To Boost Entrepreneurial Development

Its chairman, Datuk Sabri Mohd Nor, said under the strategy, YPU will focus on five key areas.

"Of the amount, RM55.5 million will be used to help small and medium enterprises (SMEs) gain access to finance and this will involve 2,390 entrepreneurs," he said.

Sabri said this to Bernama after breaking of fast with YPU staff yesterday.

Also present were Terengganu State Exco member in charge of Entrepreneurship, Rural Development, Consumerism and Cooperatives, Roslee Daud and YPU Chief Executive Officer, Azmi Razik.

He said about RM35.58 million will be used to boost market access for about 3,370 entrepreneurs and RM16.05 million will be used to boost the competitiveness of the SMEs.

An allocation of RM2.617 million will be used for projects to help strengthen the community and business entrepreneurship, involving 11,200 entrepreneurs," he said.

Sabri said about RM13.450 million will be used to help the entrepreneurs to gain access to infrastructure, involving 72 premises.

About RM12.7 million will be for administrative and financial needs of the organisations.

He said YPU, which will bring the matter to the state government, hoped that it will consider it in a positive light.

"The five-year plan represents one of the Barisan Nasional's promises," he said.

Pengerusi YPU, Datuk Sabri Mohd. Nor berkata, mengikut strategi lima tahun 2013-2017 itu, lima teras diberi tumpuan, termasuk meningkatkan akses kepada dana usahawan perusahaan kecil dan sederhana (PKS), meningkatkan pasaran, menambah jaringan komuniti dan budaya keusahawanan serta menambah akses kepada infrastruktur.

Malaysia Excludes Areas Of Interest To Bumi Business Community, SMEs In TPP Talks

The Ministry of International Trade and Industry (MITI) said while the government procurement market will be opened to a certain extent, for participation from other TPP countries, it will be guided by stakeholders' interests and concerns, including to ensure that there was adequate levels of protection for the SMEs.

"The thresholds decided in our offers (i.e. the value of bids that will be open for bidding by companies from TPP members) will be decided in consultations with our government-linked companies (GLCs)," MITI said in a statement Wednesday.

MITI said safeguarding national interest and national sovereignty will remain the highest priority in guiding Malaysia's negotiation team.

It said although TPP leaders had set a target of October 2013 for substantial conclusion of the negotiations, it was NOT a definitive deadline as the negotiating parties still have a number of sensitive issues which continued to be negotiated.

"It is in Malaysia's best interest that TPPA is concluded in a manner which benefits our people," it said.

In terms of state-owned enterprises (SOEs) in TPP negotiations, MITI said, Malaysia was advancing the argument that countries have different economic systems in place with SOEs and GLCs playing important roles.

"In the case of Malaysia, SOEs or GLCs are important tools for the government to achieve social and development goals, and also important catalysts to develop sectors viewed as strategic where there is no commercial presence.

"To do this, some support is required especially where the commercial incentives are lacking," it said.

The ministry said Malaysia was seeking flexibilities in the agreement that will allow the continued participation of such entities in the economy and provide public and social goods and services.

On intellectual property rights, MITI said one of the main concerns revolved around access to affordable medicine and healthcare as well as longer protection term which might delay manufacturing of generic drugs.

"Malaysia remains convinced that a balance can be struck between protecting the right of such pharmaceutical companies and the rights of the general populace to affordable medicines, and Malaysia will strive to achieve that balance in the TPP talks," it said.

MITI is organising the TPP Open Day tomorrow to update the public and the media on issues surrounding TPP, to clear some misconceptions about it and to hear the concerns of the public.

Kementerian Perdagangan Antarabangsa dan Industri (Miti) berkata walaupun pasaran pemerolehan kerajaan akan dibuka pada tahap tertentu untuk disertai negara TPP lain, ia akan dilindungi pemegang kepentingan, termasuk bagi memastikan tahap perlindungan yang saksama untuk PKS.

"Had dalam tawaran kami (ia itu nilai bidaan yang dibuka untuk pembidaan syarikat anggota TPP) akan diputuskan dalam perundingan dengan syarikat berkaitan kerajaan (GLC)," kata MITI dalam satu kenyataan hari ini.

MITI berkata kepentingan nasional dan kedaulatan negara akan terus diberikan keutamaan tertinggi dalam memandu pasukan rundingan Malaysia.

"TPPA akan dimuktamadkan dengan mengambil kira kepentingan terbaik Malaysia yang memberi manfaat kepada rakyat," katanya.

Dari segi perusahaan milik negara (SOE) dalam rundingan TPP, Miti berkata Malaysia berhujah bahawa negara-negara mempunyai sistem ekonomi yang berbeza, dengan SOE dan GLC memain peranan penting.

"Bagi Malaysia, SOE atau GLC merupakan alat penting untuk kerajaan merealisasikan matlamat pembangunan dan sosial, dan merupakan pemangkin penting dalam memajukan sektor yang dianggap strategik, yang tidak menarik pembabitan komersil.

"Untuk menjayakannya, sokongan diperlukan terutama apabila ketiadaan insentif komersil," katanya.

Kementerian berkata Malaysia mahukan fleksibiliti dalam perjanjian yang membolehkan penyertaan berterusan entiti terbabit dalam ekonomi dan menyediakan perkhidmatan dan barangan awam dan sosial.

Mengenai hak harta intelek, Miti berkata antara kebimbangan utama berkisar kepada akses kepada perubatan dan penjagaan kesihatan yang mampu ditanggung selain perlindungan jangka panjang yang mungkin melewatkan pengeluaran ubat-ubatan generik.

"Malaysia yakin keseimbangan dapat dicapai antara melindungi hak syarikat farmaseutikal dan hak penduduk untuk memperoleh ubat-ubatan mampu milik dan Malaysia akan berusaha untuk mencapai keseimbangan itu dalam rundingan TPP," katanya.

MITI menganjurkan Hari Terbuka TPP esok bagi memberikan maklumat terkini kepada media dan orang ramai mengenai isu-isu membabitkan TPP, bagi menjelaskan tanggapan salah mengenainya serta mendengar pandangan ramai.

Kementerian Perdagangan Antarabangsa dan Industri (MITI) berkata, walaupun pasaran pemerolehan kerajaan akan dibuka pada tahap tertentu untuk disertai negara TPP lain, ia akan dilindungi pemegang kepentingan, termasuk bagi memastikan tahap perlindungan yang saksama untuk PKS.

“Had dalam tawaran kami (iaitu nilai bidaan yang dibuka untuk pembidaan syarikat anggota TPP) akan diputuskan dalam perundingan dengan syarikat berkaitan kerajaan (GLC),” kata MITI dalam satu kenyataan, semalam.

MITI berkata, kepentingan nasional dan kedaulatan negara akan terus diberikan keutamaan tertinggi dalam memandu pasukan rundingan Malaysia.

The event was organised by the Malaysian Chamber of Commerce and Industry in Taipei (MAYCHAM) and co-hosted by Malaysia Students Association in Taiwan (MSAIT) and TalentCorp.

Vice-Chairman of MAYCHAM and NHF Group Managing Director James K C Lau said many enterprises showed there were a large number of students at the exhibition who met their requirements and many had made interview arrangements for the students.

"One participating exhibitor noted that most students had the impression that Taiwan companies offered higher salaries, which was not true in some cases as there are vacancies in Malaysia which pay higher," he said in a statement today.

In the future, MAYCHAM would organise similar events on an annual basis, preferably in early June to allow more fresh graduates to participate, he said.

This first ever event attracted members of the Federation of Malaysian Manufacturers, Malaysian Plastics Manufacturers Association, Malaysian Automotive Component Parts Manufacturers, Malaysia Steel And Metal Distributors Association, Malaysia Mould & Die Association, Malaysia Water Association and VISTAGE providing both good employment prospects and competitive salaries.

In support of the recruitment drive in Taiwan, TalentCorp has created a virtual platform enabling graduates who were unable to attend the event to view and apply for all available positions.

Dr Shamsul Anuar Mohd Halip, Vice-President of International Institute of Risk Management and Crisis Strategies, said risks can be negative or positive in nature depending on its impact to businesses.

"It is negative when its impacts drive to a failure of a business and become positive if you are able to face it and see opportunities and translate it into yields," he told Bernama.

Shamsul Annuar said entrepreneurs, especially in the small and medium enterprise sector, must equip themselves with knowledge and skills in their business venture so that risks can be identified correctly and be able to formulate plans and strategies to face them.

"Besides knowledge and skills, perseverance and luck are other keys to gain success. It helps you to bounce back even if you fail," he said.

Among risks facing SMEs are financial, knowledge and people, he said.

"Business starts with ideas and it will be translated into plans and then financial sourcing and capital comes into the picture when you are moving the ideas.

"Without knowledge and skills and the right people networking the business shall face a lot of problems to put ideas into motion as they might be presented with ideas and opportunities that are not viable for business and require a lot of money beyond their means.

"Entrepreneurs can be trapped with greed when presented with a lot of money and opportunities by people whom they meet and tempt to venture into areas that they do not have knowledge and skills.

"These may post negative risks on their business and investments and this is where they are exposed to financial risks. Without proper knowledge, they may not be able to avoid or mitigate the impacts if they become negative," he said.

Among strategies that can be employed by businesses to manage risks are to transfer risks to another party like insurance, avoiding risks like closing down high-risk businesses, reducing negative effects and accepting some or all of the potential or actual consequences, he added.

Naib Presiden Institut Antarabangsa Pengurusan Risiko dan Strategi Krisis, Dr. Shamsul Anuar Mohd. Halip berkata, risiko boleh menjadi positif atau negatif dalam sifatnya bergantung kepada kesan kepada perniagaannya.

"Ia negatif apabila kesannya memacu kepada kegagalan perniagaan dan menjadi positif jika anda mampu untuk menghadapi dan melihat peluang dan menterjemahkan ke dalam hasil," katanya kepada Bernama.

Shamsul Annuar berkata, usahawan, terutama dalam sektor perusahaan kecil dan sederhana, perlu melengkapkan diri dengan pengetahuan dan kemahiran supaya risiko boleh dikenal pasti dengan betul dan dapat merangka pelan dan strategi untuk menghadapinya.

"Selain pengetahuan dan kemahiran, ketabahan dan nasib adalah faktor lain untuk mencapai kejayaan. Ia membantu anda untuk kembali walaupun anda gagal," katanya.

Antara risiko yang dihadapi oleh PKS ialah kewangan, pengetahuan dan orang ramai, katanya.

Pengerusi Jawatankuasa Pertanian dan Pembangunan Usahawan negeri, Datuk Hasan Abdul Rahman berkata, kemampuan itu berjaya dibuktikan melalui penglibatan usahawan di bawah bimbingan agensi berkenaan yang dilaksanakan dengan penganjuran karnival, ekspo, pesta dan lain-lain aktiviti promosi.

Katanya, usaha yang diterapkan FAMA terhadap usahawannya mampu menjadi pilihan dalam kalangan pengusaha lain dan sewajarnya menjadi ikon dalam melahirkan lebih ramai usahawan.

"Menerusi program ini, usahawan mendapat pendedahan selain meningkatkan kefahaman mereka berkaitan kehendak pasaran dari segi permintaan dan trend pasaran di samping meningkatkan jaringan perniagaan dan meluaskan pasaran baru sekali gus meningkatkan pendapatan usahawan.

"Jika kita dapat wujudkan rangkaian yang lebih besar terhadap pendekatan yang dilakukan ia dilihat mampu menguasai pasaran dalam dan luar negara yang secara langsung akan memberi pulangan yang baik kepada para usahawan di bawah FAMA," katanya.

Beliau berkata demikian ketika ditemui selepas melancarkan program Penganjuran Pusat Jualan Produk Industri Asas Tani (IAT) makanan sempena Aidilfitri 2013 di AgroBazar K-Shoppe, Hamidah Food Industries, Umbai di sini hari ini.

Yang hadir sama, Pengarah FAMA negeri, Mohd. Nawi Othman dan Ahli Dewan Undangan Negeri (ADUN) Serkam, Zaidi Attan.

Hasan berkata, di pusat jualan produk IAT itu, pihak FAMA telah menyediakan ruang perniagaan berserta kemudahan yang diperlukan meliputi publisiti serta keperluan asas gerai.

"Usahawan pula menyediakan produk seterusnya menjalankan aktiviti promosi dan jualan terus di lokasi berkenaan seterusnya memberi kemudahan kepada orang ramai mendapatkan bekalan produk makanan serta juadah untuk Hari Raya Aidilfitri," katanya.

Sementara itu, Mohd. Nawi berkata, jualan Bazar K-Shoppe Fama Melaka tahun lalu berjaya mencatat nilai RM4.47 juta melibatkan enam usahawan menjalankan urusniaga pemborongan serta peruncitan produk proses keluaran IAT.

I associate developing a pool of resilient and competitive SMEs like taking charge of an army battalion, just like my brother-in-law Brigadier General Damien commands a brigade of several battalions of combat troops.

Malaysia's SMEs are the "Army of Honour" similar to that of Napo-leon's, who are in many ways capable of revolutionising the country into a powerful empire of growth and prosperity.

In believing so, I find myself unequivocally in support of the G20 leaders for their strong stance and conviction in the potential of SMEs in providing the endogenous growth of the economy and shaping new growth strategies for both developed and developing nations.

Despite the many economic, social and political challenges in achieving greater harmonisation of the SME definition across regions, the G20 nations see merit in helping SMEs secure the credit they need through unified segmentation of this critical mass.

Many theorists, economists and development experts may agree with me that a harmonious definition of SMEs globally is more than a daunting task.

Despite this fact, the National SME Development Council (NSDC) had achieved another great milestone in its 14th meeting held recently in Putrajaya.

The council chaired by Prime Minister Datuk Seri Najib Razak with members from 15 key ministries and agencies, including Sabah and Sarawak, had endorsed the propo-sal for a revision of the defini-tion of SMEs in Malaysia, which automatically aligns it internationally with many countries of the world.

The new definition will take effect on January 1 next year, raising the qualifying threshold for sales turnover and employment of SMEs across all economic sectors.

For the manufacturing sector, SMEs are defined as firms with sales turnover not exceeding RM50 million (currently: less than RM25 million) or employment not exceeding 200 workers (currently: less than 150 workers).

For the services and other sectors, the threshold is also raised - SMEs are defined as firms with sales turnover not exceeding RM20 million (currently: less than RM5 million) or employment not exceeding 75 workers (currently: less than 50 workers).

For Micro Enterprises, which make up almost 80 per cent of the total SMEs, the definition has also been standardised across all sectors. Micro Enterprises are defined as firms with sales turnover of less than RM300,000, or less than five workers.

Even though the redefinition of SMEs may seem like a trivial exercise, it is undeniably a path-breaking development on a national scale, as it reflects our economic realities, development blueprints, national aspirations and growth objectives of the SME community.

It also takes into account the potential for future innovation, job creation, sectors driving growth, price inflation, structural shifts in the economy and changing business trends, among others.

The new definition is an outcome of a comprehensive review, taking both top-down and bottom-up approaches that included technical ana-lysis, global benchmarking and stakeholder engagement.

In order to have better clarity in the new definition, a series of focus group discussions were held with close to 59 stakeholders, including industry associations from all sectors, ministries and agencies, and regulators and financial institutions.

The guiding principles in the review process ensure that the SME re-definition is wide-ranging, clear and simple, and that it includes all sectors of the economy, including agriculture, construction and mining.

The classification is further simplified into only two simple categories - manufacturing, and services and other sectors.

A quick win that will result from this new definition is the fact that more firms, particularly those from the oil and gas category, as well as other types of services sectors, will now be classified as SMEs.

With this, more than 8,000 establishments will now be classified as SMEs, increasing the share of SMEs to total establishments from 97.3 per cent currently to 98.5 per cent.

This will undoubtedly facilitate the country's transformation into a high-income nation envisioned by the SME Masterplan, resulting in higher contribution to GDP, employment and exports.

I, for one, remain steadfast in my belief that the new definition and classification criterion of Malaysian SMEs though may seem to be a small initiative, but it certainly will lead to powerful changes in future policy recommendations on SME development.

To quote the great warrior and strategist, Napoleon Bonaparte:

"To extraordinary circumstances we must apply extraordinary remedies".

Under the stewardship of Najib, l am confident that NSDC will continue to deliberate on maximising the growth potential of SMEs and strategise extraordinary solutions in the interest of both the SME community and the nation!

The first of its kind event in South-East Asia is expected to connect local entrepreneurs with over 3,000 counterparts from over 50 countries in conjunction with the 4th Global Entrepreneurship Summit 2013 (GES) on Oct 11.

Chief Evangelist of Proficeo, V. Sivapalan, said the event served to provide networking opportunities and encourage cooperation between Malaysian and international companies.

"HookUp is targeted at delegates who want to meet with high-growth, high-potential companies from Malaysia and Asia to initiate regional networking opportunities as well as market access," he said.

He said HookUp, jointly organised with Startup Malaysia, would take place two days prior to the GES on Oct 9.

"HookUp would comprise local as well as Asian entrepreneur participants profiled on FoundersAsia.com and nominated by Asian VCs, Angels, Accelerators or entrepreneur development organisations.

"This ensures that those being linked up through the unique event are quality companies helmed by high-calibre entrepreneurs," he told Bernama.

Sivapalan, who is also the founder of TeAM, said previously GES delegates were only exposed to random meetings with entrepreneurs from a small base of companies.

"This time, via HookUp, there would be more leverage for the GES delegates to start up partnership initiatives.

"Since GES is being held in Malaysia for the first time, it would be beneficial for local entrepreneurs to grab the chance to participate and gain valuable insight and perspectives from the experience," said Sivapalan.

Sivapalan said he will also be participating in the summit as the Director of the Techonopreneurs Association of Malaysia Policy Institute.

The association will have a special slot during the summit with a forum to discuss strategies to enhance the development of Malaysia's entreprenuerial ecosystem, he said.

He said TeAM will encourage universities and professionals to take part in the GES to get them to contribute to the ecosystem.

"Kita akan beri khidmat dan bantuan seperti nasihat dan tunjuk ajar. Bagi yang sudah lama berniaga, kita jadikan mereka mentor kepada yang baharu dan turut bantu tambah pendapatan manakala yang baru berniaga kita akan bimbing mereka," katanya semasa melancarkan persatuan itu dan majlis khatam al-Quran dan berbuka puasa bersama 320 anak yatim dan 120 ibu tunggal dari Parlimen Pagoh di Dewan Sekolah Kebangsaan Seri Bukit Pasir, dekat sini.

Sejak mula memasuki pasaran Februari tahun lalu, kopi kesihatan itu mendapat sambutan menggalakkan dan telah terjual sekitar 50 kotak sebulan di setiap negeri.

Ketua Pegawai Eksekutif L12 Ventures, Danial Ariffin berkata, sebagai syarikat baru yang semakin meningkat naik, adalah membanggakan apabila produk yang dihasilkan mendapat maklum balas positif di kalangan pelanggan.

Menurutnya, kopi keluaran syarikatnya adalah berbeza dengan kopi yang terdapat di pasaran kerana Kopi Ranggi dihasilkan daripada biji kopi asli import terpilih yang dipilih dengan rapi, dipanggang dan di campur dengan herba yang baik untuk kesihatan.

“Kami tidak melihat produk ini sebagai produk kopi semata-mata tetapi lebih kepada gaya hidup dalam kehidupan seharian dan penjagaan kesihatan khususnya.

“Ini kerana bahan yang terdapat dalam Kopi Ranggi tidak terdapat dalam kopi harian lain di mana produk kami menawarkan tiga perasa iaitu goji, pelaga dan ekstrak herba yang mampu memberi kesihatan dalaman yang lebih baik,” katanya.

Menurutnya, pemilihan kopi sebagai perniagaan utama dipilih berdasarkan potensi dan permintaan yang besar selain ingin menjadikan Kopi Ranggi sebagai produk terulung syarikatnya.

Mengambil masa hampir dua tahun untuk penyelidikan dan pembangunan formulasi kopi dengan nilai pelaburan RM1.6 juta termasuk mendapatkan bahan serta kajian kes, L12 Ventures lebih mementingkan penghasilan produk terbaik berbanding nilai pelaburan yang telah dikeluarkan.

Menyentuh mengenai keunikan nama Ranggi yang digunakan, Danial berkata, nama tersebut diambil daripada perkataan Pulau Pinang yang bermaksud kesempurnaan yang merujuk kepada formulasi Kopi Ranggi.

Melalui konsep pemasaran menggunakan pengedar dan stokis, syarikat kini  mempunyai tujuh stokis setakat ini di mana Yamal Worldwide Sdn Bhd adalah pengedar paling utama untuk kopi tersebut.

Sementara itu, Pengurus Pembangunan Produk dan Pemasaran Yamal Worldwide Sdn Bhd, Mohamad Faizal Mohmad Noor berkata, sebagai pengedar paling utama untuk Kopi Ranggi, syarikatnya kini memberi tumpuan pemasaran di Selangor sebelum ke Pulau Pinang dan Johor Bharu tidak lama lagi.

“Kami juga menyasarkan untuk memasuki pasaran Sabah dan Sarawak serta pasaran di seluruh negara dua tahun lagi,” katanya.

Bagi mengukuhkan lagi operasi, L12 Ventures berhasrat untuk mengembangkan pasaran Kopi Ranggi ke negara Timur Tengah dan Eropah dalam tempoh dua tahun.

ILO study highlights role of SMEs in job creation

The study, titled "Is Small Still Beautiful? Literature Review of Recent Empirical Evidence on the Contribution of SMEs to Employment Creation," concluded that SMEs provide two-thirds of all formal jobs in developing countries in Africa, Asia and Latin America, and up to 80 percent in low income countries, mainly in Sub-Saharan Africa.

More important than holding the majority of jobs in low income and emerging economies, SMEs made a key contribution to the net creation of jobs, especially smaller and young firms, according to the study which noted that 50 percent of total employment creation came from enterprises with less than 100 employees.

But SMEs faced specific challenges, including the difficulty to access finance, greater burden from regulatory frameworks, and cost disadvantage to expand in relation with bigger companies, as the study pointed out.

The study called for targeted policies for SMEs since they were key engines of the real economy and the seedbed for bigger enterprises, having recommended to improve the business environment, improve access to finance, and stimulate the entry of new enterprises.

He said with Basel III, banks needed to have more capital and more liquidity and these will increase costs. "The discussion now is on the impact of the additional costs and whether they should be absorbed by the banks or pass on to the customers.

"From Maybank's perspective, we want to make sure that we continue to be able to lend to SMEs and be able to ensure that the flow of capital or credits to some of this market are still there," he told reporters on the sidelines of the ASLI Banking Summit 2013 here on Wednesday.

Lee said due to the stringent requirement under the Basel III, some of the businesses may move their sourcing of credit to unregulated and opaque segment of the financial banking.

"This is where the shadow banking comes from because the regulated banks might be affected by the Basel III requirement, so they may not want to lend to a particular sector. "But that sector still wants to borrow money. It cannot borrow from regulated banks so it might be going to unregulated institutions," he said.

However, Lee said, Malaysian banking sectors will still be healthy because most of the banks will have already complied with the requirement of Basel III, even before Bank Negara Malaysia introduced the Basel III requirements.

"Malaysia banks always had a healthy capital and the introduction of Basel III wasn't really going to be a significant impact on the local banks," he said.

Basel III is a global regulatory standard imposed by the Basel Committee on Banking Supervision which requires banks to hold an increased 4.5 per cent of common equity and 6 per cent of Tier-1 capital of risk-weighted assets.

RM50 Million Is For Overall Development Of Indian Entrepreneurs, Says SEED

Special Secretariat For Empowerment Of Indian Entrepreneurs (SEED) Director Dr A. T. Kumararajah said the government never promised RM50 million for Malaysian Indian taxi drivers.

"What the government promised is that Indian entrepreneurs will get access to RM50 million from Tekun Nasional this year," he told a press conference today.

Kumararajah said SEED has disbursed RM4.8 million loans to Indian taxi drivers under its special scheme for the group.

He said 570 applications have been approved from 960 applications received since April and until now under a special scheme for Indian taxi drivers.

"The balance of 390 applications are still being processed because of incomplete information in the application forms," he said.

He said SEED will ask the government to allocate another RM70 million for the special scheme for Indian entrepreneurs under Tekun Nasional in next year's budget.

Kumararajah said since the inception of the special scheme for Indians under Tekun Nasional, a total of RM34.5 million has been disbursed to 4,212 Indian entrepreneurs until this month under the first phase.

In the second phase of the scheme, SEED has given out over RM80.5 million to 5,020 Indian entrepreneurs, he said, adding that a total of RM115 million has been disbursed to 9,232 Indian entrepreneurs.

SEED is a unit established under the Indian Community Economic Transformation Programme in the Prime Minister's Department.

Pengarah Sekretariat Khas bagi Memperkasakan Usahawan India (SEED) Dr A. T. Kumararajah menjelaskan kerajaan tidak pernah berjanji RM50 juta bagi pemandu teksi India Malaysia.

"Apa yang dijanjikan kerajaan ialah usahawan India akan mendapat akses kepada dana RM50 juta daripada Tekun Nasional tahun ini," katanya pada sidang akhbar hari ini.

"Perbincangan kini ialah mengenai kesan kos tambahan berkenaan dan sama ada ia seharusnya diserapkan oleh bank ataupun menyalurkannya kepada pengguna.

"Daripada perspektif Maybank, kami mahu pastikan yang kami akan terus mampu memberikan pinjaman kepada PKS dan memastikan aliran modal dan kredit ke beberapa pasaran ini masih ada," kata beliau kepada pemberita di luar acara Persidangan Perbankan ASLI 2013 di sini Rabu.

Lee berkata berikutan keperluan ketat di bawah Basel III, beberapa perniagaan mungkin mengalihkan sumber kredit mereka kepada segmen yang tidak terkawal perbankan kewangan.

"Inilah di mana sumber-sumber pembiayaan lain muncul kerana bank-bank terkawal mungkin terjejas oleh keperluan atau syarat Basel III, jadi mereka tidak mahu memberikan pinjaman kepada sektor tertentu.

"Tetapi sektor berkenaan masih mahu meminjam wang. Ia tidak boleh pinjam dari bank-bank berperaturan, jadi, mereka akan pergi ke institusi tidak terkawal," kata beliau.

Bagaimanapun, Lee berkata yang sektor perbankan Malaysia masih lagi sihat kerana kebanyakan bank telahpun tersedia patuh dengan syarat Basel III, walaupun sebelum Bank Negara Malaysia memperkenalkan keperluan Basel III.

"Bank-bank Malaysia sentiasa mempunyai modal yang sihat dan pengenalan Basel III tidak akan memberi impak signifikan kepada bank-bank tempatan," kata beliau.

Basel III merupakan standard kawal atur global yang dilaksanakan oleh Jawatankuasa Basel ke atas Penyeliaan Perbankan yang mengehendaki bank-bank mengadakan kenaikan 4.5 peratus daripada ekuiti biasa dan enam peratus daripada aset modal berwajaran risiko Tier-1.

"The participation of foreign contractors in projects below RM1 billion will affect local contractors, suppliers, manufacturers and construction professional groups for small and medium enterprises.

"They will have a slim chance if even small-scale projects are grabbed by foreign contractor companies," President Mohsen Hasbollah told a media conference today.

Mohsen also expressed the association's concern over the ongoing Trans-Pacific Partnership Agreement (TPPA) negotiations being held in Kota Kinabalu currently, urging Malaysia to withdraw from the talks immediately.

"If Malaysia signs the agreement, local contractors will be adversely affected if contractors from advanced nations are allowed to freely compete for construction contracts without any restrictions.

"When contractors bid for consruction projects involving SMEs, it will shut the doors for local contractors to earn a living and open up business access to foreign companies," he said.

Mohsen said that only foreign contractors engaged in big projects in Malaysia that could provide exposure to new construction technology be allowed to enter the Malaysian market.

"We want local contractors to identify the advancement in building and construction technologies introduced by their foreign counterparts and apply them in Malaysia," he added.

Among countries involved in the TPPA negotiations are the United States, Singapore, Canada and New Zealand.

"Penglibatan syarikat asing dalam projek bernilai bawah RM1 bilion akan menjejaskan kontraktor, pembekal, pengilang dan kumpulan profesional pembinaan bagi perusahaan kecil dan sederhana (PKS).

"Peluang mereka akan menjadi tipis apabila projek yang berskala kecil turut direbut kontraktor asing," kata Presidennya Mohsen Hasbollah pada sidang akhbar Selasa.

Mohsen menyuarakan kebimbangan gabungan itu terhadap Perjanjian Perkongsian Trans Pasifik (TPPA), yang didakwa boleh menjejaskan kontraktor tempatan sekiranya kontraktor dari negara maju dibenarkan bersaing untuk kontrak pembinaan secara bebas dan tanpa sebarang sekatan.

Katanya apabila berlaku perebutan projek pembinaan yang melibatkan PKS, ia akan menutup pintu rezeki syarikat tempatan dan membuka akses perniagaan kepada entiti asing.

Beliau turut mencadangkan supaya kontraktor asing hanya terlibat dalam projek besar di Malaysia, yang dapat memberi pembaharuan serta pendedahan baharu dalam bidang pembinaan, dari segi teknologi, dibenarkan memasuki pasaran Malaysia.

"Kita mahu kontraktor-kontraktor tanah air mengenal pasti kemajuan teknologi yang diperkenalkan syarikat luar negara serta mengaplikasikan dalam projek mereka di sini," katanya.

Antara negara yang terlibat dalam rundingan TPPA ialah Amerika Syarikat, Singapura, Kanada dan New Zealand.

Deputy Minister of International Trade and Industry Datuk Hamim Samuri said this is because the halal food and products market was very large, at more than RM3 trillion, and is an excellent opportunity to be wrested by Muslim entrepreneurs in the country.

"Last year, Malaysia exported halal products worth RM35 billion, contributing four per cent to the country's gross domestic product.

"In this regard, I urge more Muslim entrepreneurs to step forward and become suppliers of halal products," he added.

Hamim said this in his speech at a ceremony to present Hari Raya assistance to 200 underpriviledged persons at the Parit Bunga Mosque, Ledang, here Sunday night.

The event was organised by the Halal Development Corporation Malaysia (HDC).

Also present was its chief executive officer, Datuk Seri Jamil Bidin.

Hamim said at present, various initiatives were being undertaken to enhance the production of halal products to cover food, cosmetic products and others, needed by the global Muslim community.

He said entrepreneurs in the country were fortunate as Malaysia was one of the few countries in the world which issued halal certifications recognised by all Islamic countries.

"We are the only country to issue the halal certification, while in others, it is done by non-governmental organisations such as mosque committees and localised bodies representing the Muslim community," he added.

According to Hamim, the issuance of the certificates was not simply done, but needed to follow set rules, including from the aspect of cleanliness and the hukum syarak.

Also the Member of Parliament for Ledang, he expressed disappointment with the lukewarm response from the community in the area, towards the recent halal seminar organised by several zones.

"We will however, continue to work towards bringing change to the community, especially for the Muslims in the Ledang parliamentary constituency, to improve their socio-economic standing.

Timbalan Menteri Perdagangan Antarabangsa dan Industri Datuk Ir Hamim Samuri berkata pasaran makanan dan produk halal dunia begitu besar, melebihi RM3 trilion yang membuka peluang besar untuk direbut usahawan Islam di negara ini.

"Tahun lepas Malaysia mengeksport produk halal bernilai RM35 bilion, menyumbang empat peratus kepada pendapatan keluaran dalam negara (KDNK). Oleh itu saya menyeru lebih ramai usahawan Islam menjadi pembekal kepada produk halal," katanya.

Beliau berkata demikian pada majlis penyampaian bantuan Hari Raya kepada 200 orang golongan tidak bernasib baik, di masjid Parit Bunga, Ledang di sini petang semalam anjuran Perbadanan Kemajuan Halal Malaysia (HDC).

Turut hadir, Ketua Pegawai Eksekutif HDC Datuk Seri Jamil Bidin.

Hamim berkata pelbagai usaha sedang dilakukan untuk meningkatkan pengeluaran produk halal, yang antara lain, meliputi makanan dan barangan kosmetik, untuk umat Islam di seluruh dunia.

Usahawan di negara ini, katanya, bernasib baik memandangkan Malaysia merupakan satu-satunya negara di dunia yang mengeluarkan sijil halal yang diiktiraf oleh negara Islam yang lain.

"Kita satu-satunya negara yang mengeluarkan sijil halal, di negara lain, sijil halal dikeluarkan oleh badan-badan bukan kerajaan seperti jawatankuasa masjid dan badan yang mewakili umat Islam setempat," katanya.

The T'Blanz products will be initially offered at four Mr Burger outlets in Paka Dungun, Permint Jaya, TTC here and in Kuantan, Pahang, YPU Chief Executive Officer Azmi Razik told Bernama here Monday.

T'Blanz will be managed by Dungun-based Gemilang International Holding Sdn Bhd, with YPU acting as facilitator for interested entrepreneurs, who will need a capital of RM1,500 to RM5,000 to open either a static or mobile kiosk, Azmi said, adding roadshows will be held statewide to promote the business opportunities provided by T'Blanz.

Menurut beliau, pengisytiharan itu adalah langkah serius MOSTI untuk memastikan produk yang dihasilkan menerusi inovasi tidak terbiar tanpa sebarang langkah proaktif.

“Kita akan memberi tumpuan kepada pengkomersialan produk yang pernah memenangi pelbagai anugerah emas dan dipatenkan sepanjang tahun ini selain yang belum memasuki pasaran di peringkat tempatan serta antarabangsa.

“Sebanyak 360 produk disasarkan untuk dikenal pasti termasuk teknologi bioperubatan dan bioteknologi yang perlu diberi perhatian bagi memastikan inovasi terhasil bakal memberi pulangan lumayan kepada ekonomi penduduk dan negara,” katanya.

Beliau berkata demikian selepas meraikan majlis berbuka puasa bersama 50 anak yatim anjuran Gerakan Belia 4B Cawangan Batang Tiga Timur dengan kerjasama Majlis Agama Islam Melaka (MAIM) di Masjid Kampung Batang Tiga di sini, petang kelmarin.

Abu Bakar berkata, beberapa produk itu perlu terlebih dulu dikomersialkan usahawan dan memasuki pasaran tempatan bagi menguji piawaiannya sebelum memasuki pasaran lebih besar seperti peringkat global.

“Kerjasama pintar antara pengusaha bersama agensi kerajaan dan swasta selain pasar raya juga antara langkah efektif dalam memastikan penghasilannya berada di tahap produktif serta memiliki nilai komersil global.

“Ia merangkumi tempoh percubaan produk selama dua tahun yang dikira mencukupi sebelum dipasarkan,” katanya.

Kata beliau, pihaknya tidak mahu produk yang tidak diuji dari aspek komersial kerana bimbang ia tidak mendapat sambutan.

Semua orang berpotensi menjalankan perniagaan seumpama itu dan boleh menawarkan pelbagai produk sama ada secara fizikal, digital atau perkhidmatan.

Peluang meneroka bidang ini juga semakin banyak kerana perkembangan penggunaan Internet di Malaysia terus mencatatkan peningkatan.

Menurut Suruhanjaya Komunikasi dan Multimedia Malaysia (SKMM), statistik pengguna Internet pada 2011 menunjukkan terdapat hampir 17 juta pengguna di negara ini. Laman sembang sosial seperti Facebook pula mencapai lebih 13 juta pengguna dengan purata individu menghabiskan masa melayari Facebook 22.3 jam seminggu. Ini kerana, ketika ini Facebook platform berkesan dalam menyampaikan maklumat seperti produk terkini yang disampaikan melalui rakan sama minat yang menjadikan penyampaian maklumat itu dapat dilakukan dengan lebih cepat dan tepat dengan sasaran. Ia juga menunjukkan aktiviti penjualan dan pembelian melalui Internet turut meningkat secara mendadak dengan sektor Internet pada 2010 menyumbang 4.1 peratus berbanding negara maju lain dengan kadar purata 3.4 peratus. Dalam ekonomi digital kini, kita patut merebut peluang dalam perkembangan sektor Internet ini terutama dalam sektor e-dagang. Antara faktor yang menjadikan sektor ini mudah dimulakan antaranya kerana kos permulaan perniagaan lebih rendah, pemasaran lebih meluas dengan sasaran pengguna lebih spesifik, pengurusan perniagaan automatik dalam hubungan pelanggan dan kos pemasaran jauh lebih murah berbanding pemasaran konvensional.

Dalam pemerhatian dan kajian Persatuan Usahawan Internet Malaysia (PUIM), antara halangan utama kebanyakan orang ramai untuk mula menjual di Internet ialah seperti takutkan persaingan, tidak tahu produk apa hendak dijual, takut ditipu pembeli dan penjual lain serta tidak tahu menjual melalui Internet termasuk dari segi teknik dan strategi. Terdapat beberapa langkah yang boleh dipertimbangkan untuk mengatasi masalah ini iaitu dengan belajar daripada mereka yang sudah melaluinya. Disebabkan permulaan, maka banyak perkara yang kita tidak tahu dan tidak pernah hadapi sebelum ini. Langkah pertama yang perlu dilakukan adalah belajar.

Namun, kita perlu mengambil langkah untuk belajar daripada mereka yang terbabit dalam bidang sama dengan teknik dan sistem yang terbukti berkesan. Melalui cara ini, anda boleh mempercepatkan proses pembelajaran anda dan mengurangkan kos kewangan atau masa. Jika anda mempunyai duit simpanan untuk belajar, ia membolehkan anda mencapai kemajuan dengan lebih cepat namun, jika berdepan isu kewangan, maka belajar melalui pengalaman sendiri adalah cara terbaik. Selain itu, anda perlu mencari kumpulan rakan yang memiliki minat dan fikiran sama seperti anda. Kumpulan ini akan menyuntik semangat anda jika ada yang berjaya mencapai satu tahap yang baik. Sebagai contoh, sekiranya anda berjaya membuat jualan, mereka akan memberikan suntikan motivasi dan kepercayaan kepada apa yang anda buat. Kumpulan ini juga penting kerana anasir negatif di luar sana mungkin boleh menggugat keyakinan anda untuk meneruskan apa yang ada mulakan. Sudah tentu ramai tidak menyokong atau tidak faham apa yang anda buat. Namun, dengan sokongan daripada kumpulan ini, anda pasti boleh meneruskan usaha sehingga mencapai kejayaan besar. Antara medium yang sering menjadi pilihan usahawan melalui forum di Wangcyber.com, mengikuti perkembangan di Facebook PUIM serta menjadi ahli persatuan akan membantu anda berada dalam kumpulan yang betul.

Selain berada dalam kumpulan yang betul, usahawan juga perlu melalui proses buat dan baiki.


Langkah paling penting adalah buat, buat dan buat. Anda mestilah buat apa yang anda pelajari dari buku, rakan, seminar atau ekspo yang anda hadiri. Cara ini akan memberikan lebih kemajuan berbanding biasa. Apabila anda buat, anda lebih faham berbanding anda membaca dan akan buat kemudian. Sudah pasti, apabila anda buat kali pertama, anda tidak terus mendapat apa yang anda mahu sepenuhnya, tetapi itu langkah pertama yang baik kerana anda akan baiki untuk tindakan selanjutnya. Noraini Ahmad, 57, started making traditional kuih-muih in her little kitchen in Desa Jaya, Kepong soon after she resigned from her job as an accounts clerk with British American Insurance.

“The decision to resign came about after I had my third child and since I was already into a multi-level marketing business and making a reasonable income from it, I thought why not,” said Noraini, adding that she had keen business acumen since she was in primary school.

“My father was very conservative and protective of me as I was the only girl in the family.

“While my brothers were sent abroad to further their education, my father was just content with me finishing my Malaysian Certificate of Education,” said Noraini, who started selling kuih lapis, bingka ubi, kuih koci and kuih talam at her husband’s workplace before she met a chef from the PJ Hilton.

“The chef liked my kuih so much that he offered a contract to buy kuih from me.

“I had to produce 200 pieces of five types of kuih on the first day,” said Noraini, who was overwhelmed with the order and decided to network the business and contract it out to other housewives.

For Noraini, networking is crucial in order for her business to flourish.

“One must not think that they can do everything on their own, especially where business is concerned,” said the gutsy lady, who founded her company Noraini Enterprise at the age of 28.

As the volume grew bigger, from 4,000 pieces to 10,000 pieces of kuih a day, Noraini, who supplied the delicacies to 14 major hotels in Selangor and Kuala Lumpur for 14 years said she became very tired after some time.

“It was difficult to cope with the growing volume and keeping good staff.

“Not only that, I saw myself neglecting my children at home,” said Noraini, who then decided that it was time for a change in her products, as kuih were perishable items.

Noraini wanted to supply Raya cookies instead.

Being well versed with Raya cookies and cakes because she used to give baking lessons to some older ladies in her teenage days, Noraini applied successfully to become the supplier of cookies for Jaya Jusco in Taman Tun Dr Ismail in the late 1980s.

“I applied similar business techniques that is networking for this as well.

“My first Raya, sales hit RM20,000,” said Noraini, who then supplied cookies to Uda Ocean and later Giant in USJ.

It was during this time when she changed her company name to Noraini Enterprise Sdn Bhd.

Currently, Noraini supplies Raya cookies to Giant, Uda Ocean, Pasaraya OTK, Tesco, Carrefour and Aeon Big, among others.

As business is about staying competitive and being innovative, Noraini’s sons took the lead in setting up a factory in Jalan Suria, Shah Alam and rebranding the company as Noraini Cookies Worldwide Sdn Bhd.

“Initially, we occupied one lot with floor space of 2,100sq ft, but realised that we needed more for storage and manufacturing. This eventually led to occupying another four lots and we incurred RM10,000 a month in rent,” said Noraini, adding that as business expanded, the desire to own a factory came to mind.

This materialised in 2008 when the company bought four lots for RM1.5mil, with floor space of 12,000sq ft in Jalan Marikh, Shah Alam.

An additional RM900,000 was pumped in for renovations just to expand another 4,000sq ft.
Currently nine years old, the company’s turnover hit RM2.3mil last year.

“The company has been experiencing a fall in revenue for the last few years and this was due to country’s economic crisis and the fact that we did not come up with new products to be competitive in the market,” she said, adding that the company is expecting a 20% growth this year, as new products have been introduced.

Last year’s Ramadan, the company produced 5.2 milliom cookies for both local and overseas market.
This year, Noraini’s production has topped 5.6 million cookies for Ramadan alone.

The company spent RM137,000 this year in research and development, which also included the purchase of new equipment and introducing new ranges of products like instant porridge, noodles and white coffee.

The company’s products are currently available in Indonesia, Cambodia, the Solomon Island, Maldives, China, Brunei, South Korea and Hong Kong, among others.

The company has plans to penetrate the United States and Japan.

Meanwhile, apart from the above, Noraini’s also produces premixed items like instant Laksa Penang, Kari Ikan, Tom Yam and Sambal.

Being a small and medium enterprise, the company faces various challenges in the course of its operations.

“It is easier to penetrate the overseas market as they are receptive towards Malaysian products, but it is tough to compete with other reputable local manufacturers like Julie’s and Munchy’s,” said Noraini, adding that manpower is also one of its main challenges.

Where manufacturing Raya cookies is concerned, the company is also looking at investing in new machinery for mass production and innovating new packaging for products.
Noraini’s is well-known for its signature jam tarts, which have been in the market for the last 20 years.

The company is also popular for its Double Chocolate Chip Stripe, Chocolate Nestum, Ghee Biscuits, Rainbow Sugee, London Almond and Almond Fruity cookies, apart from its more common GoodKiss and Butter Cookies.

The company has three retail outlets in Kajang, Old Klang Road and Johor.

Gooey goodness

Originating from Malacca, dodol, a popular Malay traditional dessert available during Ramadan and Hari Raya, has evolved over time and is now sold at local stores and hypermarkets.

Halim Samsuddin, 34, who founded Fauziah Karim Sdn Bhd in 1991 ventured into the dodol business as he realised the delicacy’s uniqueness and wanted to commercialise it.

“My mother, who is now in her late 50s made dodol for Ramadan and Hari Raya and at times she would also take orders from friends and relatives to cater for weddings and other events,” said the Kuala Lumpur-born Halim, who was raised in Malacca.

“This delicacy has been since the Malacca’s sultanate era.

“From then on, the delicacy could only be found in villages, which explains why it is special,” Halim said, adding that the main ingredients required to make dodol include gula melaka, glutinous rice flour and fresh coconut milk.

Halim explained that another reason why the dodol is unique is because it takes seven hours to produce it when hand-made.

Over time, it has become so popular that people demand dodol for various occasions, giving rise to the need to produce it on a daily basis.

Occupying a floor space of 6,000sqft, Halim’s dodol factory is located in Jambatan Duyung Melaka and has existed for the last 10 years.

Halim dumped in RM300,000 to set up his little factory.

The company produces two tonnes of dodol every month, but during Ramadan, production hits three tonnes.

The company’s turnover for 2012 was RM625,000 and this year it is targeting RM700,000.

“Production has increased this Ramadan as more companies want dodol for their hampers and giveaways,” said Halim, adding that this has become a trend in the last few years.

In terms of pricing, Halim said without packaging, dodol would cost RM25 per kilogramme.

“Pricing is affected when there is an increase in price of the main ingredients,” he said, adding that the company now supplies the delicacy to Giant, Tesco, Aeon and Mydin, among others with an average cost of RM5 to RM6 for a 200g packet.

The company currently has six retail outlets known as Kiosk Ole-Ole Fauziah Karim in Perak, Kuala Lumpur and Malacca, and also exports dodol to Singapore and Brunei.

“People generally like the dodol that we produce because it is not too sweet and it is fresh,” said Halim, adding that the company strives to maintain product quality through the iuse of strict procedures.

On whether there is any difference in taste when it is produced using equipment in the factory, Halim explained that the recipe for dodol is standard and every batch uses the same amount of ingredients, which is part of the company’s standard practice.

In terms of R&D, Halim said the amount needed is minimal.

Staffing, on the other hand, has always been the main concern for the company.
“It is difficult to get manpower.

“The turnover is relatively high because not many want to work in the production line.
“People keep on changing jobs because they do not have the right attitude and are not committed at work,” said the young entrepreneur, whose workers are mostly single mothers and the disabled.
